This is a combined synopsis/solicitation for commercial services prepared IAW the format in FAR 12.204 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2022-04, AFAC 2021-0726 and DFARs Change Notice (DPN) 20220228. NAICS is 221111. This combined synopsis/solicitation is full and open competition, FFP Acquisition/Award to a CAT dealer. This request is to secure maintenance and inspection of a Caterpillar generator (model 3516C, 2000kW, SN 0SFJ00175) at Edwards Air Force Base, CA. The subject generator directly supports several critical special projects. Severe safety and operational impacts will incur should a commercial power failure occur without properly functioning backup power. The current contract for the Caterpillar generator maintenance expired on 22 Sep 2021. Place of performance is Edwards AFB, CA BLDG 151 Per Statement of Work. In order to ensure the generator is ready should shore power fail several preventative maintenance activities are crucial to this state of readiness: - The generator must pass a Multi Point Inspection three times per year - The generator must be serviced once per year - The automatic Transfer Switch (ATS) must be maintained once per year - The Load Bank must be tested annually for a two hour duration - PM Level 1 - Multi Point Inspection (Required every 4 months) - PM Level 2 - Annual Service-Major w/ Multi Point Inspection (Required every 12 months) - PM Level 5 - Annual Loadbank Test (Required every 12 months) - PM Level 11 - Automatic Transfer Switch Service (Required every 12 months) - Inspection Reports - Unanticipated Emergency Maintenance Interested parties who believe they can meet all the requirements for the services described in this synopsis are invited to submit in writing a complete quote or submit their offer on the provided SF 1449. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation. The government will be evaluating quotes IAW FAR 52.212-2 -- Evaluation -- Commercial Products and Commercia Services (Nov 2021). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: •i. Technical capability of the offer to meet the Government requirement •ii. Price Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be awarded. See attached solicitation/RFQ FA930222R0007 (model contract) for applicable provisions and clauses.
