(ii) The solicitation number for this acquisition is FA9302-21-Q-0053 and is issued as a Request for Quotation (RFQ). (iii) The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 and DFARS Change Notice (DPN) 20210709, AFAC 2019-1001. (iv) The Product Service Code (PSC) is N099. The NAICS is 561320 and the business size standard is $27,500,000. This acquisition is for full and open competition. (v) The government is seeking to purchase the following services in accordance with the attached Statement of Work. Vendors should be aware that proof of U.S. citizenship is required to gain access to facility where work is to be performed. (vi) Description of Requirements: The government anticipates awarding one or more, 5 year Blanket Purchase Agreement (BPA), which may be utilized on an as needed basis. Estimated yearly workload is 364 man hours. Email address: TECHNICAL CAPABILITY INFORMATION: Provide details of your firm's ability to provide the product offered. This information will be used to determine the technical acceptability of the product offered. Technical Capability information is as described in the attached Statement of Work. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106. The evaluation criteria is: LOWEST PRICE TECHNICALLY ACCEPTABLE. ADDENDUM TO 52.212-2, Evaluation - Commercial Items The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a lowest price technically acceptable RFQ. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement in accordance with the SOW; (ii) Price To be considered technically acceptable the offeror must submit a complete quote IAW with this RFQ, including the technical capability information under the Addendum to FAR 52.212-1. In addition, there will be a MANDATORY SITE VISIT. Site visit is scheduled for 29 Jul 2021 at 10:00 a.m. Site visit will be at 30 Hoglan Avenue, Building 1030, Edwards AFB, CA, 93524. All visitors are required to have current vehicle registration and insurance documents with them to gain access to the base.
