The Air Force Test Center’s FAST Commercial Solutions Opening (CSO) is a pilot mechanism for partnering with industry and other defense test organizations to acquire innovative technologies, processes, or methods addressing test mission needs. The CSO will remain open for Calls until 30 Sep 22, and all awards or agreements against those Calls must be made on or before 30 Sep 22; individual Calls may use one-step, two-step, open, or closed structures. Awards are expected to be FAR Part 12 fixed-price contracts or Other Transaction for Prototype projects, with possible follow-on production contracts, and multiple awards are anticipated. Individual awards are not anticipated to exceed $100M, and there is no cumulative ceiling for the CSO. Evaluations will primarily consider technical merit, importance to agency programs, and funds availability, with price considered for fairness and reasonableness, and offerors must be registered in SAM before award.

This is an open-ended solicitation for innovative commercial solutions to defense test needs, which will remain active for issuing specific project calls until September 30, 2022, with all resulting awards also made by that date. Individual awards are not anticipated to exceed $100 million. The primary organizations involved are the Air Force Test Center, the Air Force Research Laboratory, and the Air Force Operational Test and Evaluation Center. Specific opportunities, called "Calls," will be posted separately and will contain their own instructions, areas of interest, and submission details.
