This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Commercial Items (FAR 12) and Simplified Acquisition Procedures (FAR 13) will be used for requirement. Hereafter, this notice shall be titled "Solicitation." (ii) Solicitation Number: FA930124Q0005. This solicitation is issued as a Request for Quote (RFQ) to offerors and also serves as the model contract. (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-02, effective 22 January 2024; and DPN 20231222. (iv) This is a 100% Small Business Set-aside with a NMR Waiver. The North American Industry Classification System (NAICS) code for this project is 333517 with a size standard of 500 employees. (v) Contract Line Item Number (CLIN) Nomenclature and Contract Structure: The following represent the CLIN structure for this contract: CLIN 0001 – Mach 500-3020 Waterjet Machine CLIN 0002 – Upgrade Cutting Head CLIN 0003 – Upgrade - Pump HyperJet 94i-S intensifier pump CLIN 0004 – Upgrade - Ebbco Abrasive Removal System CLIN 0005 – Ebbco Closed Loop Filtration System with chiller for 94i-S CLIN 0006 – Item Unique Identification Labeler CLIN 0007 – Shipping and Handling CLIN 0008 – Removal of old equipment CLIN 0009 - Install of new equipment (vi) Contract Type: The anticipated contract type is Firm Fixed Price Purchase Order. It is anticipated that one award will be issued to the Lowest Price Technically Acceptable (LPTA) offer. (vii) Description of items to be acquired (Brand Name or Equal): The Water Jet Cutter is required for precision cutting of varying thicknesses of sheet metal and other materials to create standard aircraft panels and parts, as well as T-2 mod parts. The machine shall have a variety of “brand name or equal” features, including: Cutting bed, no less than 6’ x 10’ with 500 pounds per square foot capacity to accommodate larger production runs. A taper compensation head with minimum 12” Z travel to facilitate precision cutting of thicker parts. Linear straightness accuracy of ± .0015 in./3 ft (± .0381 mm/m) and repeatability of ± .001 in. Ballbar circularity accuracy must be within .003 in. A high-pressure intensifier pump of 90,000 psi minimum is required to decrease use of abrasives and reduce maintenance and hazardous waste handling and disposal. Motion system must be separate from catcher tank to reduce fluctuations in accuracy due to water temperature changes in the catcher tank. Closed-loop water filtration system with chiller to preclude water discharge in the shop’s drainage system. Also required is an integrated abrasive removal system to continuously remove used abrasive that collects in the catcher tank, eliminating downtime for cleanout. Also required contractor actions: Relocate existing machine to make room for installation of new equipment. Offload, uncrate and set up new machine in place.
