This extension is provided as the government needed to further refine and define our requirements, which are hereby specified in Attachment-1 Statement of Work that was updated 28 July 2022. Offerors shall ensure you utilize the updated Attachment-1 Statement of Work posted with this Amendment when developing and resubmitting your quotes. Previous Solicitation attachments and documents provided are still applicable and shall also be considered, however there were changes made to the Attachment-1 Statement of Work which should be noted by offerors. Previous submitted quotes will not be considered, offerors are advised that to be considered for award you shall provide a new quote that addresses the Government’s needs, which are specified in Attachment-1 Statement of work dated 28 July 2022. If you have questions, please direct them to the points of contacts specified herein. Changes made in this Amendment #4 to the solicitation are annotated by bold, underlined italicized font below. Previous amendment changes noted below no longer have bolded, italicized and underlined font. Amendment #3 to this Combine Synopsis/Solicitation is to extend the due date for submittals of quotes to 30 June 2022 at 4PM PST. The Solicitation is hereby updated and provided in the Attachments section of this posting, with title of "Solicitation Amendment FA9301-22-Q-0023-0001 dated 17 June 2022". Offerors shall ensure that they submit quotes in accordance with all directions posted in the Combine Synopsis/Solicitation and its three (3) Amendments. Offerors who have submitted a quote/response to this Combine Synopsis/Solicitation already are permitted to retract their quote and resubmit if you desire. Please submit any questions or concerns to this Combine Synopsis/Solicitation and its three (3) Amendments to the point of contact provided herein. Amendment #2 to this Combine Synopsis/Solicitation is to provide offerors with the Questions & Answers Document. That documents annotates all questions received on this effort and the Governments responses to those questions. The Government, in conjunction with posting this Q&A, is hereby extending the due date for receipt of offerors quotes to 17 June 2022 at 4PM PST. All changes made with this Amendement #2, or with prior Amendment #1 are annotated herein by bold, underlined italicized font. Amendment #1 to this Combine Synopsis/Solicitation is to provide offerors with Amendment 1 Attachment document, dated 27 May 2022, that details where existing speakers are located and building diagrams to provide additional help in preparing a quote. In addition, this amendment also includes information on when questions from offerors are due, as well as when the Government will provide answers to questions received, see section (xv) below. Changes made in this Amendment #1 to the solicitation are annotated by bold, underlined italicized font. This is a Combined Synopsis/Solicitation for Installing a Public Address System that is interconnected to all Fire Stations and provides emergency response notification at Edwards Air Force Base in accordance with the attached Statement of Work (SOW). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR subpart 13.5) will be used for this requirement. (ii) Solicitation number: FA9301-22-Q-0023 *Please provide the full solicitation number on all packages* This solicitation is issued as a Request for Quote (RFQ). Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-04, DPN 20220318, AFAC 2022-0502. (iv) This solicitation is provided for a small business set-aside. The North American Industry Classification System (NAICS) number for this acquisition is 238210 with a size standard of $16,500,000. (v) Period of Performance (PoP): estimated to begin 01 Sep 2022 and end 31 Aug 2027. Provisions and clauses can be viewed via internet at Acqusition.gov, https://www.acquisition.gov/ Offerors shall prepare their quotations in accordance with FAR 52.212-1. In addition, the following information shall be included: PROVIDE THE FOLLOWING CONTRACTOR INFORMATION WITHIN YOUR QUOTE: The solicitation number; The time specified in the solicitation for receipt of offers; The name, address, and telephone number of the offeror; DUNS Number: CAGE Code: A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents if necessary; Terms of any express warranty Price and discount terms “Remit to” address, if different than mailing address; A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically; Acknowledgement of solicitation amendments; If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (ix) The provision at FAR 52.212-2 Evaluation – Commercial Items (Oct 2014) applies to this acquisition. ADDENDUM to FAR 52.212-2, Evaluation – Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price [The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s)]. (ii) Technical capability of the time offered to meet the Government requirement; (Your offer package MUST clearly show and demonstrate your company’s ability to meet the stated requirements outlined in the Statement of Work. Failure to provide enough information will result in a determination of offer being technically unacceptable to the solicitation.) This will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor’s ability to provide the product and related service as outlined in the Statement of Work attachment. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be reviewed in sequence with the lowest priced offer being evaluated first. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications –Commercial Items (Oct 2018), with its offer.
