This announcement constitutes the only solicitation and serves as a request for quotation (RFQ). No additional written notices will be issued. All responsible sources may submit a firm-fixed price (FFP) quotation for consideration by the requesting government agency. This solicitation incorporates provisions and clauses in effect through the Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2021-05, AFAC 2019-1001 and DFARs Change Notice (DPN) 2021-0603. The associated NAICS Code is 562111 (Solid Waste Collection), the small business size for this NAICS Code is $41.5M, and the PSC is S205. THIS ACQUISITION IS A 100% SMALL BUSINESS SET-ASIDE: U.S. Air Force Plant 42 of Palmdale, CA is seeking a qualified small business for purchase of Integrated Solid Waste Collection Services for specified Site 5 and Site 6 facility locations. Please see attached Performance Work Statement (PWS) for facility locations (maps), quantity and size of bins, and other pertinent details to include scheduling for service visits and security requirements. DESCRIPTION OF SERVICES: The Contractor shall provide all personnel, equipment, materials (including bins), vehicles, supervision, and any other items necessary to perform integrated solid waste management for collection and disposal of Municipal Solid Waste (MSW) and to provide Recycling Services for Air Force Plant 42 facilities as specified in the PWS. All services are to be provided in accordance with applicable Air Force Instructions, state, county, and local laws. The Services specified in this notice are required for a period of five years. Annual task orders will be utilized to order services detailed in the PWS. A basic description of line items associated with this RFQ is provided below. Please reference the sample contract included in this solicitation for CLIN structure (four line items times 5 years = 20 CLINs). Offerors are required to include in their quote enough information for the Government to determine requirements detailed in this synopsis/solicitation are met. Submit quotation on company letterhead to include pricing details for each line item. A facsimile of the sample contract may be used to list pricing for all 20 line items (CLINs). GUIDANCE FOR SUBMISSION AND EVALUATION OF QUOTATIONS: Respondents to this notice shall note FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020), applies to this acquisition for preparing a quote. The government will evaluate quotes IAW FAR 52.212-2 - Evaluation --Commercial Items (OCT 2014). A decision for contract award will be made to the respondent who submits the offer that conforms to the requirements found in this solicitation and is considered most advantageous to the Government.
