Amendment 1 to this Combined Synopsis/Solicitation: This amendment is being issued to (1) provide the attached Question & Answer Document and to (2) provide an updated Attachment 2 "Performance Work Statement." --The questions and answers document has all of the questions received as of 6PM PST 6 Jul 2020 along with answer to those questions. --The updated Attachment 2 PWS is provided as there were errors in Appendix 1B to the PWS. All other sections were unchanged from the original PWS posted that was dated 12 Jun 2020. NOTE, it is the Offeror's responsibility to adhere to the updated Attachment 2 PWS that is dated 12 Jun 2020. ORIGINAL COMBINED SYNOPSIS/SOLICITATION POST FOLLOWS: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA9301-20-R-0005. The solicitation is issued as a Request for Proposal (RFP) IAW FAR Parts 12 and 13, utilizing the procedures in FAR subpart 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, DFARS Change Notice (DCN) 20200408 and AFFARSs AFAC 2019-1001. This is a commercial acquisition and is a 100% Small Business Set-Aside, IAW FAR 19.502-2(b)(1). For this acquisition, a concern will be considered small under NAICS 562991 with size standard of $8,000,000.00. The scope of the work to be acquired is set forth in the Performance Work Statement (PWS). The PWS and SF1449 are available for download via www.betasam.gov. The Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service via Indefinite Delivery/ Indefinite Quantity (IDIQ) contract: The Air Force Test Center (AFTC), 412 Test Wing Civil Engineering (412 CE/CEOES), Edwards AFB, CA requires services to provide Chemical Toilets/Septic Tank services throughout Edwards Air Force Base (EAFB), The Air Force Research Laboratory (AFRL), and Plant 42 (Palmdale, CA); all hereby referred to as Edwards AFB or EAFB. Chemical Toilets services shall comply with all Federal, State, County, and local regulations. All chemical toilets and related services provided by the contractor shall meet the Portable Sanitation Industry commercial standard minimum requirements as identified in the Portable Sanitation Association International (PSAI) Guide to Clean Portable Restrooms, and the American National Standard Institute (ANSI), Non-secured Waste-Disposal System.
