Combined Synopsis/Solicitation – FY21 Xenon Purchase This is a combined synopsis/solicitation for commercial products prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ); RFQ number FA9300-22-Q-6004. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2022-04, and DFARS Change Notice (DPN) 20220228. NAICS is 325120 with a size standard of 1000 employees. This is a commercial acquisition, with Total Small Business Set-Aside, IAW FAR 19.502-2(a). The Air Force Research Laboratory (AFRL) located at Edwards Air Force Base, CA is seeking to purchase Xenon Research Gas. A detailed description of the requirement (including minimum salient characteristics) is provided below. Place of delivery and acceptance shall be FOB Destination: AFRL/RQRS 5 Pollux Drive Edwards Air Force Base, CA 93524 Requirements: The Contractor shall provide products with the following requirements: Minimum Salient Characteristics/Minimum Capabilities and Features: Qty: 1 CYLINDER Part Number: SG XERES-TV Product Description: XENON RESEARCH 5.0 Size: 300 Volume: 825 LITERS Grade: MIN. PURITY - 99.999% Shipping to be acquired under this contract. Interested parties who believe they can meet all the requirements for the products described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation. Evaluation: The government will be evaluating quotes IAW FAR 52.212-2(a) – Evaluation -- Commercial Products and Commercial Services (Nov 2021). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: •i. Technical capability of the item offered to meet the Government requirement •ii. Price Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be awarded. “Technical acceptability” is based on offers which meet all of the Government’s requirements.
