Combined Synopsis/Solicitation – FA9300-20-P-5027 This is a combined synopsis/solicitation for commercial products prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2020-06, AFAC 2019-1001 and DFARS Change Notice (DPN) 20180928. NAICS is 334516 with a size standard of 1,000 employees. This is a commercial acquisition. The Air Force Research Laboratory (AFRL) located at Edwards Air Force Base, CA is seeking to purchase one (1) Blue Light Optical Metrology Systems. A detailed description of the requirement (including minimum salient characteristics) is provided below. Place of delivery and acceptance shall be FOB Destination: US AIR FORCE RESEARCH LAB Logistic Material Control Activity (LMCA 302 North Mercury Blvd. Bldg. 8460 Edwards Air Force Base, CA 93524. Requirements: The Contractor shall provide products with the following requirements: Minimum Salient Characteristics/Minimum Capabilities and Features: This acquisition shall include all equipment, software licenses, shipping, on-site installation and training. The minimum Government agency specifications for the Blue Light Optical Metrology Systems must have the following minimum capabilities and features as follows: a. Non-contact optical metrology system with sensor that utilizes blue light for best accuracy b. 12-mega-pixel or greater measuring camera c. Ability to surface scan materials including machined metals, wet (uncured) continuous carbon fiber reinforced polymer composites, and gel-like highly solid particulate filled 3D printed polymer without necessity for the application of a foreign material surface pattern such as aerosol-based particulates d. Ability to surface scan objects that range in geometry and size from the ends of cylinders that are 7 inches in diameter to the surfaces of cylinders that are 32 inches in diameter and 10 feet in length, using a photogrammetry sub-system if necessary. Processing software must have capability to assimilate images/data sets through stitching into singular image / data set if a singular image / data set is larger than the field of view of the camera e. Point density of 0.25mm (0.01in) or less, accuracy of 0.05mm (0.002in) or better, and scan time for singular image of 5 seconds or less f. Depth of field of 0.4 meters (16 inches) or greater such that the full depth of a 16 inch radius cylinder can be imaged in focus in one snapshot image g. Ability to detect peaks, valleys, and imperfections in the surfaces of circular objects less than 7 inches in diameter that are +/-0.003 inches in magnitude h. Ability to surface scan the surface of a circular object up to 7 inches in diameter in one second or less i. Ability to measure the diameters and run-out of cylinders ranging in size from 4 inches to 32 inches and up to 10 feet in length j. Computer-based controller with interface software k. Interface software that facilitates output of surface data in the form of three-dimensional point position, comparison of digitized surface of scanned part to a CAD model, dimension inspection, and output of digitized surface models for import into CAD including SolidWorks and Inventor l. Certification of accuracy m. Minimum of 30 feet of communication cabling between camera and computer-based controller n. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
