The objective for utilizing 10 U.S.C. 4022 is to award up to two (2) Other Transaction Prototype (OTP) Projects. After OTP award, and if determined to be in the best interest of the Government, one (1) follow-on production agreement will be awarded to the vendor whose OTP is determined to be successful. A successful OTP will validate the vendor’s business process and design solution to modify the existing TB3C1 Test Cell and exhaust duct to meet the requirements outlined in SOO Attachment 1 – Performance Parameters. NOTE 1: Performance Parameters and associated appendices are marked Distro Statement D; distribution is authorized to Department of Defense and U.S. DoD contractors only. To obtain this attachment, your company must have a current (less than three years old) NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS). Contact the Agreements Officer and/or Agreements Specialist to request an electronic copy of the documents sent via DoD SAFE. NOTE 2: The affordability statement applies to milestones 1-3 only, not the optional line items.
