The Government requires several Flowserve Brand Name Only (BNO) Valtek globe-style control valves meeting the technical specifications outlined in Attachment 1 - Globe Style Control Valves Specifications and Attachment 2 - Outboard Bleed Control Valves. Delivery is required to Arnold Air Force Base (AAFB) located in Tennessee (TN). To meet this requirement, the Government intends to solicit and negotiate with a single source, Process Supplies & Accessories, Inc. (PSA, CAGE code 1S9S5), 780 RPM Dr., Loudon, TN 37774, a small business vendor under NAICS code 332911, to award a new, single, firm-fixed price (FFP) purchase order (PO) with two base Contract Line Item Numbers (CLINs) and several option CLINs that can be exercised to procure the remainder of the required valves within six-months after award of the contemplated PO. The option items and quantities represent a known requirement for which funds are not presently available but are expected to become available at the time necessary to exercise the option. It is in the Government's best interest to include the options and evaluate the price of the options prior to contract award as consistent with FAR 17.205. In accordance with statutory authority 10 U.S.C 3204(a)(1), use of procedures other than competitive procedures may be used when, "the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency". Since the Government requires Flowserve BNO Valtek valves (as discussed in the attached, redacted justification) and PSA is the only authorized reseller for Arnold AFB (as substantiated via the written correspondence received by PZIA on 9 December 2024), use of statutory authority 10 U.S.C 3204(a)(1) is appropriate. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 1:00 PM CDT on 20 December 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
