AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with only one source, Control Center, Inc., IAW FAR 19.1306 and as authorized by FAR 6.302-5(b)(5) under the authority at FAR 6.302... AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with only one source, Control Center, Inc., IAW FAR 19.1306 and as authorized by FAR 6.302-5(b)(5) under the authority at FAR 6.302-5(a)(2)(i), for the procurement of valves meeting the technical requirements specified in Attachment 1 – Technical Specifications Sheet. As stipulated at FAR 6.302-5(b)(5), the authority at FAR 6.302-5(a)(2)(i) may be used for sole source awards under the HUBZone Act of 1997. NAICS code 332911 will be used to meet the subject requirement. Control Center, Inc. (CAGE code 0AVJ1) is a certified HUBZone small business as of 13 March 2021 under NAICS code 332911. As determined by the Contracting Officer, none of the exclusions at FAR 19.1304 apply, and, 1. There is not reasonable expectation, based on market research, that offers would be received from two or more HUBZone small business concerns; 2. The anticipated price of the contract will not exceed $7M under the manufacturing NAICS code 332911; 3. The requirement is not currently being performed by an 8(a) participant under the provisions of subpart 19.8 and has not been accepted as a requirement by the SBA under Subpart 19.8; 4. The HUBZone small business concern (Control Center, Inc.) has been determined to be a responsible contractor with respect to performance; and, 5. Award can be made at a fair and reasonable price. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 3:00 PM CST, 15 February 2023. A determination by the Government to not compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
