The purpose of this amendment is to add Q&As as of 9 Mar 23, and to provide the amended RFP Attachment 3 - Pricing Worksheet. This solicitation is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. The purpose of this solicitation is for the Government to obtain a Root Cause Analysis report that details the root cause for failure of a 161- kV, 192.258 MVA for 5 minutes, Brand-name Tamini transformer, (with 33- position on-load tap changer) Serial Number 66826, in accordance with Attachment 1 – Statement of Work (SOW). There are four tasks associated with the required service: 1. Develop and deliver a Fault Data Report; 2. Develop and deliver a Preliminary On-site Inspection and Testing Report; 3. Conduct an Internal Inspection; and 4. Develop and deliver an Inspection, Analysis and Comprehensive Report. The anticipated Period of Performance (PoP) is 10 March 2023 – 10 May 2023.
