NOTICE OF PROPOSED CONTRACT ACTION The Government intends to negotiate a single, firm-fixed price contract with one source, Laserline Inc, 46025 Port St. Plymouth, MI 48170, for the procurement of a Laser System meeting the technical specifications outlined in the attached Technical Requirements sheet. This requirement is to fulfill an operational capability need to calibrate existing & new, lower uncertainty, arc heater heat flux measurement probe designs at relevant hypersonic operating conditions. Simplified Acquisition Procedures (SAP) in accordance with (IAW) FAR Part 13 will be utilized along with the authority at 41 U.S.C 3304(a)(1). The authority at 41 U.S.C 3304(a)(1) states that noncompetitive procedures may be used when the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. This is not a request for competitive quotes; however, all responsible sources may submit a quote which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Verbal requests will not be acted upon.
