Period of performance is expected to start the first day of July 2024 for the Arnold AFB, Tunnel 9, and the National Full Scale Aerodynamics Complex (NFAC). The National Radar Cross-Section (RCS) Test Facility (NRTF), Landing Gear Test Facility (LGTF), and Aerospace Vehicle Survivability Facility (AVSF) scope of work is expected to start the first day of April 2026. The overall TOS II contract will extend twelve years (30 September 2036) if all options and Award Fee Terms are exercised. This contract will be a contract consisting of Cost-Plus-Award-Fee (CPAF), and Firm-Fixed-Priced (FFP) Contract Line Item Numbers (CLINs). The Government intends to award a single contract. Proposals are due by 2:00 p.m. Central Time on 30 June 2023 for all four volumes to include the Past Performance volume. Offerors providing less than 280 calendar days for Government acceptance after the proposal due date will not be considered and will be rejected. AFFARS 5352.201-9101, Ombudsman (October 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
