The Air Force Test Center (AFTC), Arnold AFB, Tennessee has concluded their market research and intends to solicit, negotiate, and award RFP FA9101-22-R-0006 as a cost plus fixed fee priced (CPFF) contract under FAR part 15 and 19.8 for Hypersonic Test and Evaluation (T&E) Advisory and Assistance Services (A&AS). This requirement has been offered and accepted by the SBA, and will be solicited and awarded as an 8(a) comptetive set-aside. The resultant contract will provide technical support and advice regarding Hypersonic T&E requirements based on DoD needs and requirements, and apply engineering and scientific expertise to projects to result in the effective execution of the High Speed Systems Test (HSST) and Hypersonic Central Test and Evaluation Investment Program (CTEIP) portfolios managed at AEDC. This includes providing technical input to the specific projects within the portfolios, which can include design work of T&E systems, supporting Hypersonic T&E, and conducting analysis of results from hypersonic tests. The overarching requirements include, but are not limited to: Assist and advise the Government with strategic planning for hypersonic T&E capabilities; Design and development of hypersonic T&E technologies; Fielding of hypersonic T&E capabilities; Conducting T&E of hypersonic weapon systems; Analyzing results from hypersonic T&E efforts; Support hypersonic T&E roadmap development efforts; Provide Program Management, Technical Project Management, Financial Management, Contracts Management, and Scientist and Engineer support as described in the requirements. The North American Industry Classification System (NAICS) code for this acquisition is 541715 with a size standard is 1,000 employees. The anticipated solicitation release date is on or about 12 January 2022. As stated above, this requirement is an 8(a) competitive set-aside, as such only current 8(a) concerns will be considered for award.
