Amendment Two (2) This notice constitutes AMENDMENT TWO. The following information is incorporated into this solicitation: PROPOSAL DUE DATE AND TIME: The due date for proposal submission is 16 February 2022 at 6:00 PM, Central Time, USA. This due date and time supersedes any other documents that indicate a due date/time. CONTRACT COMPLETION DATE AND OPTION ITEMS: The contract completion date for the base items, CLINS 0001 through 0004 is 31 Dec 2022. While this is the formal completion date, on-site inspection services must be coordinated with AFCEC and the Thule AB Base Maintenance Contractor and be completed by 30 June 2022, prior to the arrival of the annual supply barge in July of 2022. All deliverables must be completed in accordance with the timelines specified in the PWS and Table of Deliverables. Option CLINS 0005 through 0008, if exercised, will be exercised concurrently and PRIOR TO 31 DEC 2022, and will extend the contract completion date through 31 DEC 2023. Onsite inspection services for these CLINS must be completed by 30 June 2023, prior to the arrival of the annual supply barge in July of 2023. All deliverables must be completed in accordance with the timelines specified in the PWS and Table of Deliverables. Option CLINS 0009 through 0012, if exercised, will be exercised concurrently and PRIOR TO 31 DEC 2023, and will extend the contract completion date through 30 SEP 2024 Onsite inspection services for these CLINS must be completed by 30 June 2024, prior to the arrival of the annual supply barge in July of 2024. All deliverables must be completed in accordance with the timelines specified in the PWS and Table of Deliverables. FAR 52.217-7 is changed as follows, and supersedes any other references to FAR 52.217-7: FROM: Option for Increased Quantity-Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of delivery date. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. FAR 52.232-18 Availability of Funds is not applicable to this solicitation and is therefore removed. It will not be included in the resultant award. The current, applicable Performance Work Statement (PWS) for this acquisition is dated 19 January 2022, was posted with Amendment 01, and supersedes any reference to other PWS dates. The current, applicable Table of Deliverables (ToD) for this acquisition is dated 9 January 2022, was posted with Amendment 01, and supersedes any reference to other ToD dates. Any reference to API 653 reports in the ToD shall be construed as API 653 or EEMUA 159. The current, applicable Price Proposal Summary (PPS) for this acquisition has a file name dated 01 February 2022, was posted with Amendment 01, and supersedes any reference to other PPS dates, to include the date shown within that document. Any reference to API 653 in the PPS shall be construed as API 653 or EEMUA 159. The contractor must acknowledge all amendments on the cover page of its proposal. All other terms and conditions of this solicitation remain the same. Amendment One (1) -adds the Combined Synopsis and Solicitation narrative -corrects an administrative error in the Table of Deliverables identified by a potential offeror [there were unintended empty cells, specifically at A09b and A020] -adds a revised Performance Work Statement that provides further information to Key Personnel in para 4.0. AND -extends the response time to 16 February 2022 COMBINED SYNOPSIS/SOLICITATION Out-of-Service EEMUA 159 OR API 653 Inspections of Aboveground Storage Tanks at Thule AB, Greenland FA890322Q0001 This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number FA890322Q0001 shall be used to reference any written quote provided under this RFQ. This requirement is for a total of four EEMUA 159 OR API 653 inspections in 2022, and options for four more EEMUA 159 inspections in 2023, and options for four more EEMUA 159 OR API 653 inspections in 2024. This is set-aside IAW Diplomatic Note 127, that sets aside all requirements for Greenland to Greenlandic and/or Danish firms. See attachments for the RFQ and all additional documents.
