MATOC for Architect-Engineering (A/E) Services for FSRM and MILCON Title I and Title II projects at Anderson AFB Due to damage to facilities and infrastructure resulting from Typhoon Mawar, the Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (ESS) and Air Force Civil Engineer Center (AFCEC), is seeking availability of firms that have experience providing Architect-Engineering (A/E) Title I and Title II services for major renovations (Facilities Sustainment, Restoration, and Modernization (FSRM)) and MILCON planning efforts to facilities primarily located at Andersen Air Force Base, Guam and/or Naval Base Guam. Scope may also include projects at Joint Region Marianas. This sources sought shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or Services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation and provided at no cost to the Government. Literature received from this sources sought will aid the Air Force in establishing the acquisition strategy for this MATOC, to include the potential for a Small Business Set-Aside or other socio-economic set-aside. Accordingly, Small Businesses are encouraged to respond. At this time, we are NOT requesting input from Large Business firms. A synopsis with a request for SF330 qualifications will be posted at a future date, estimated to occur in the second quarter of FY24. The purpose of this sources sought is to locate SMALL BUSINESS A/E firms that are EXPERIENCED with providing Title I and Title II services for rebuild efforts following a typhoon or similar event, as well as those experienced with MILCON Planning and Design efforts. Firms shall be familiar with designing to extreme tropic island climates, to ensure proper consideration is given to the environmental factors. Experience working on Guam, particularly at Andersen AFB and Naval Base Guam is highly sought. AFICC/772 ESS intends to solicit (synopsize) and award an Architect-Engineering (A/E) Title I and Title II services for FSRM and MILCON planning efforts. The anticipated ordering period is ten years; however, this may be broken down to a base period with options. The anticipated ceiling for this MATOC is $930,000,000, to be shared among all MATOC awardees. The number of anticipated firms to be awarded a contract will be dependent upon results of Market Research and finalization of Acquisition Strategy. While projects may be of any value, they will typically range from $1,000,000 to $5,000,000. However, note that there are a number of projects programmed in the next few years where the construction and/or renovation value is expected to exceed $100M; accordingly, the Air Force must ensure it awards to A/E firms capable of designing and managing design projects of this complexity and value. Additionally, due to the volume of expected actions, it is highly critical that A/E firms have the capacity to execute multiple task orders concurrently. The NAICS code for this work is 541330 - Engineering Services with a size standard of $25.5 million. DESCRIPTION OF WORK: This requirement will primarily support Title I, Title II and Other A/E Services for up to 100% Issued for Construction (IFC) FSRM designs of Air Force facilities located at Andersen AFB. Additionally, it will provide planning support (not to exceed 35% design) for Military Construction (MILCON) projects at Andersen AFB. Work may also be performed at Naval Base Guam or Joint Region Marianas. Work will primarily be for designs for vertical facilities/construction. In addition to design services, work will include development of conceptual construction schedules and cost estimating services. A/E Firms that execute the design may also be expected to perform Title II construction phase services, to include full-time on-site construction inspection, during construction. In an effort to prepare for future events, the US Air Force is programming a significant amount of projects to improve long term resiliency, incorporating ideas into the current infrastructure and developing new systems/facilities to mitigate future risks. Work under this resultant contract may include DD1391 development experience, 35% design request for proposal packages and any base wide studies (i.e., base wide electrical study, communications network). A/E firms will address mission resilience by making climate-informed, design and construction decisions that will aid in the transition to zero-emissions facilities (as described in Executive Order (EO) 14057. The EO 14057 outlines a coordinated, whole-of-government approach, along with individual agency goals and actions, to transform Federal procurement and operations to reduce greenhouse gas (GHG) emissions and environmental impacts and secure a transition to clean energy and sustainable technologies. It establishes that the Federal Government will use its scale and procurement power and lead by example to achieve a carbon pollution-free electricity sector by 2035 and net-zero emissions economy-wide by 2050. Specific facets include projects that achieve: Increased energy and water efficiency with an emphasis on maximization of passive design strategies prior to design of active systems. Electrification of standard building operation, including domestic heating, production of hot water, laundry, cooking, and other equipment. Application of Council on Environmental Quality (CEQ)/Office of Management and Budget (OMB) High Performance and Sustainable Buildings (HPSB) Guiding Principles Use of low embodied carbon materials Carbon pollution-free electricity using on-site renewable energy or clean energy Deep energy retrofits Whole-building commissioning as an A/E CxP (Commissioning Provider) SMALL BUSINESS: The Government will evaluate responses to this sources sought and determine if a Small Business (SB) set-aside or any of the targeted socio-economic programs (HUB Zone, 8(a) Small Business, Service Disabled Veteran Owned Small Business, or Women Owned Small Business), is appropriate for this MATOC. Therefore, AFICC/772 ESS is seeking input from Small Business firms to assist in establishing the most logical acquisition strategy. FAR 52.219-14 Limitations of Subcontracting (DEVIATION 2019-O0003) applies to any resultant contract. If this contract synopsis/solicitation is 100% set aside for Small Business, similarly-situated entities (i.e., other Small Businesses) can team with the SB Prime Offeror to ensure the 50% threshold is met. NOTE: Joint Venture entities are considered PRIME Contractors, and therefore any experience performed by the JV Firm or any of its JV entities are considered to be executed by the “Prime” – this arrangement is NOT considered a Prime-to-Sub Teaming partner arrangement. If the JV Prime entity itself is a SB, then all work to be executed by that JV entity will also count toward the 50% threshold required by FAR 52.219-14 DEVIATION 2019-O0003. RESPONSE TO SOURCES SOUGHT Contractors experienced with Title I (Design) and Title II (Construction Management Oversight) of Air Force FSRM up to 100% design requirements and MILCON up to 35% design requirements are requested to provide the following information: COVER LETTER: Identify your firm’s name, CAGE Code, UEI, Address, and Point of Contact information, including name and email. Identify your Small Business status for NAICS 541330 and any socio-economic small business certifications. For engineering disciplines that your firm would not self-perform, or would have limited capacity and would require you to team with another A/E firm, identify the associated teaming partner(s) and any Small Business certifications they have (if applicable). Small Business Teaming partners will be considered “Similarly situated” and any of the engineering disciplines and/or subcontracted work geared toward Small Business teaming partners would be considered toward meeting the 50% minimum performance required by FAR 52.219-14, Limitations of Subcontracting (DEVIATION 2019-O0003. Joint Venture Offerors are considered Prime Contractors – they are not considered Prime-to-sub, or a teaming partner relationship. OVERVIEW: In ONE page or less, provide a general summary/outline of your organization, to include the types of facilities you typically design, highlighting any experience with facilities sustainment, restoration and modernization (FSRM) of existing facilities and experience preparing planning/programming documentation for MILCON projects. Experience must be on DoD installations, where designs were subject to the UFC and UFGS Specifications. Also generally describe the firm’s experience working at Andersen AFB or Guam. Also include a summary of the average number of design projects (Task orders) and average size of those design projects that you’ve executed as a Prime over the last five years. DESIGN EXPERIENCE: For each category below, describe your firm’s direct experience with that type of work. Identify what percent of the work was performed organically/in-house by YOUR firm and what portions of work were completed by a teaming partner or subcontractor. Do not exceed five (5) pages for the total of all design experience identified in this section. Experience performing Design Services in Guam. Highlight any experience at Andersen Air Force Base. Net-Zero Experience – Describe any projects that achieved GBI Green Globes Certification, and any projects that addresses EO 14057 (as described in the scope of work above). MILCON program & project experience including Form 1391 development, 813/CATEX/EIS/EA, design charettes (PCR2), Tririga/NextGen data entry/population, PACES cost estimating and Design Instruction (DI) NAVFAC submittals. Experience designing for tsunami, earthquake [seismic level 4 construction], and hurricane/typhoon [180 MPH sustained Cat 5 winds] conditions. Experience with highly corrosive and destructive coastal environmental design with high salt and moisture content; strong material engineering background Experience with regulations/code governing facilities designed for storage of high explosives, to include buildings, munitions storage areas indoor/outdoor, maintenance buildings, etc. Munitions and Explosives of Concern (MEC) excavation, removal, and disposal program familiarity. Communication facility design for secret and non-secret server rooms, SCIFs, telecommunications (VoIP and cellular), energy redundancies to support sustained operations, and IT network architectures. High-level controls design experience with modern SCADA systems to control electrical grids, water production and distribution, POL distribution, building mechanical systems, and potentially other critical utility systems. Include any cyber security design for Supervisory Control and Data Acquisition (SCADA) systems and communications networks. Design experience for low or no maintenance facilities that are located in remote locations with long lead times for replacement parts/materials; highly modular mechanical systems that have off-the-shelf component replacements. Briefly describe the three largest designs you’ve completed in the last 10 years for any type of construction design. (Project title, Design Fee, Construction value). Generally speaking, include what type of design services and percent of work you completed in-house. Do not exceed ONE page for all three project descriptions combined.
