MATOC for Title I and Title II Services for Dormitory Facilities Worldwide The Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (ESS) and Air Force Civil Engineer Center (AFCEC), is seeking availability of SMALL BUSINESS firms that have experience providing Architect-Engineering (A/E) Title I and Title II services for major renovations to dormitories on AIR FORCE installations world-wide. The purpose of this sources sought is to locate firms that are EXPERIENCED with designing and providing Title II support for dormitory renovation, particularly those familiar with the unique requirements imposed by the Air Force Instruction AFI 32-6000/AFI 32-6005. While we understand firms may have experience with design of dormitories or housing facilities for commercial or other DoD installations (Army, Navy, Marines), due to the unique requirements of the AFI and significant challenges in the past adhering to these guidelines, to ensure the Most Highly Qualified firms are selected in any resultant synopsis/solicitation, we are only seeking interest from firms experienced with dormitory design (and Title II) services at Air Force installations where the design work was subject to AFI 32-6000 or AFI 32-6005 (the predecessor to AFI 32-6000). This sources sought shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and provided at no cost to the Government. A synopsis will be executed and posted separately at a future date and is estimated to occur in the fourth quarter of FY23. AFICC/772 ESS intends to solicit (synopsize) and award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Dormitory Architect-Engineering Title I and Title II Services. While projects may be of any value, most design projects will range from $500,000 to $3,000,000. However, note that there are a number of projects programmed in the next few years where the construction renovation value is expected to exceed $40M; accordingly, the Air Force must ensure it awards to AE firms capable of designing and managing projects of this complexity and value. Further, AE Firms that execute the dormitory renovation design will also be expected to perform Title II services, including full-time on-site construction inspection services, during construction. The anticipated ordering period is a base period of one year, with two to four one-year Options. The total capacity/contract ceiling to be shared among all MATOC holders is expected to be $49,000,000. The number of anticipated firms to be awarded a contract will be dependent upon results of Market Research and finalization of Acquisition Strategy. The NAICS code for this work is 541330 - Engineering Services with a size standard of $25.5 million. DESCRIPTION OF WORK: See Draft Statement of Work at Attachment 2. This requirement will support Title I, Title II and Other A-E Services for projects primarily involved in restoration, renovation, sustainment, and/or modernization (FSRM) of Air Force dormitory facilities. Project requirements will include facility sustainment, repair, modernization, demolition, and/or additions to existing Dormitory facilities. These projects may include design of Furniture, Fixtures, equipment (FF&E), temporary facilities, and phasing. The projects may include alterations or additions to pavement or physical building access, including but not limited to parking, fencing, sidewalks, access roads, driveways. Scope of work may include design of landscaping, site drainage, utilities repair and installation, or other A-E services such as studies, investigations, programming and planning services as needed to provide a complete and useable facility. Work will include development of conceptual construction schedules and cost estimating services. AE Firms that execute the dormitory renovation design will also be expected to perform Title II construction phase services, to include full-time on-site construction inspection, during construction. SMALL BUSINESS: The Government will evaluate responses to this sources sought and determine if a Small Business (SB) set-aside or any of the targeted socio-economic programs (HUB Zone, 8(a) Small Business, Service Disabled Veteran Owned Small Business, or Women Owned Small Business), is appropriate for this MATOC. Therefore, AFICC/772 ESS is seeking input from industry to assist in establishing the most logical acquisition strategy. The Air Force intends to award to AE Firms that self-perform the majority of the work required under this contract. FAR 52.219-14 requires the Prime Contractor to perform 50% of the work. If this contract synopsis/solicitation is 100% set aside for Small Business, similarly-situated entities (i.e. other Small Businesses) can team with the SB Prime Offeror to ensure the 50% minimum self-performance is met. HOWEVER, Potential Offerors are cautioned that the Most Highly Qualified contractors will be able to self-perform most work organically without relying upon and/or coordinating with extensive teaming partners and sub-contractors. This is because the more the Prime Contractor can self-manage the work and adjust internal resources accordingly, the lower the project risk. Where Prime contractors have to rely more heavily on teaming partners, there is a reduction in control and project management capabilities, thus resulting in a higher risk. That said, the Air Force acknowledges that additional teaming partners can increase a firm’s capacity; however, to maximize performance and minimize risk, the most highly qualified contractors must possess the technical experience, professional qualifications, and capacity to conduct the services of a high volume of work, anticipated to include total task order values of at least $5M in design fees to a single firm. RESPONSE TO SOURCES SOUGHT Contractors experienced with Title I (Design) and Title II (Construction Management Oversight) of Air Force Dormitory FSRM requirements are requested to provide the following information: QUESTIONNAIRE: Complete the short excel questionnaire at Attachment 1. OVERVIEW: In ONE page or less, provide a general summary/outline of your organization, to include the types of facilities you design, highlighting any experience with renovations and modernization of existing facilities. Also generally describe the CONUS and OCONUS geographical location your firm performs work. IN-HOUSE CAPABILITIES: Using the Attachment 4 template, identify the type of architect-engineering services you perform in-house, to include the number of Senior, Mid, and Junior level design personnel employed by your firm. For any design services that are not performed in-house, identify your teaming partner’s name and size status (SB or LB) and how many years of active experience you have working with that firm. AF DORM EXPERIENCE: Using the outline at Attachment 3, describe your firm’s experience performing Air Force Dormitory Renovation/Repair Title I and Title II Services within the last 10 years. * Do not exceed 5 pages, 12 font, single spaced in either Microsoft Word or Adobe Acrobat. * Complete the basic project information identified in the Attachment 3 outline: (project title, location, performance dates, design award value, construction values, etc) for any Air Force Dorm Design Renovation projects that your firm has completed in the last 10 years. These can be for Design-Build conceptual designs or development of all design submittals up to Issue for Construction (IFC) 100%, in either a Design-Build or Design-Bid-Build process. * Describe the project. The Air Force is most interested in your firm’s recent (within the last 10 years) and relevant experience, with relevancy defined as designing major renovations to Air Force dormitories, where the renovations exceeded $10M, requiring multi-disciplinary design services, such as: architectural, interior design, fire protection engineering, mechanical engineering, structural engineering, electrical engineering, communications systems design, civil engineering, cost estimating services, and Title II construction phase services. Title II construction phase services include both on-site full time construction inspection and A-E construction administration, referred to as A-E Designer of Record (DOR) reach-back services. Accordingly, briefly describe as many AF dorm design projects your firm has completed, ensuring the construction value and types of design services are clearly identified. Do not exceed five projects/five pages. Provide the largest dorm renovation projects recently executed. Include at least one Title II project where the construction value exceeded $10M * In particular, highlight any experience conducting life cycle cost analyses in compliance with UFC 1-200-02, High Performance Sustainable Buildings and performing interior design services to develop FF&E packages for Air Force facilities using Air Force mandatory use Blanket Purchase Agreements (BPAs). If your firm did not perform these services on your AF Dormitory renovation design projects, describe any experience conducting LCCA and/or FF&E packages for major renovations to other types of facilities compliant with UFC 1-200-01, General DoD Building Requirements. For FF&E, ensure the effort was for an AF facility. * When describing projects, identify what portion of the work was performed organically/in-house by YOUR firm and what portions of work were completed by a teaming partner or subcontractor. Identify each of the specific design disciplines and other A-E services required associating each design role with the firm performing it, reporting percentage of overall effort by cost for each participating firm, including JV entities, subcontractors, teaming partners. * Generally describe the Dorm Design experience of your current team members (and/or teaming partners) (to be able to support your firm in subsequent dorm design projects. * If your summary includes design of NEW Air Force dormitory facilities, also provide a summary of how that design team has also worked on designs for existing/occupied facility renovation projects on a DoD installation, complying with UFC 1-200-01, General DoD Building Requirements. Briefly describe the three largest designs you’ve completed in the last 10 years for any type of construction design? (Project title, Design Fee, Construction value). Generally speaking, include what type of design services and percent of work you completed in-house. Do not exceed ONE page for all three project descriptions combined. SOW: Provide any feedback on the draft Statement of Work. (Attachment 2).
