MACH1_AOI_F-47 Future Campus at Nellis AFB

Notice ID:FA8903-27-OT006

The Air Force is seeking highly qualified Design-Build teams to deliver Rapid Delivery Projects for the F-47 Campus at Nellis Air Force Base, Nevada, using a Progressive Design-Build model under an Other Transaction Agreement. The overall F-47 Campus initiative is approximately $1.057 billion programmed for military construction, including construction, contingency, design, construction security, and related costs, though that amount is not the construction agreement value available under this area of interest. The current acquisition covers Milestones 2–4 only: a Combined Operations and Maintenance Hangar, Reprogramming Laboratory, Simulator Facility, Aircraft Apron with Sunshades, and supporting utilities/infrastructure; the Government strongly prefers one Design-Build team but reserves the right to select up to four. Selection is planned as an expedited three-phase process involving a Solution Brief, oral presentations/pitch sessions, and a full Phase 3 proposal with direct negotiations, with no construction price or rough-order-of-magnitude estimate required in Phase 1. Industry feedback is being sought on the Draft AOI, with Government responses to questions targeted for publication by close of business October 28, 2026; anticipated later milestones include Phase 2 oral presentations December 14–17, 2026, Phase 3 invitations by December 22, 2026, and a target initial OTA award of February 5, 2027.
