THIS IS A PRE-SOLICITATION NOTICE FOR PLANNING PURPOSES ONLY. PRE-SOLICITATION NOTICE: FA8903-20-R-0013, Southwest Region, Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) THIS IS NOT A FORMAL SOLICITATION FOR A REQUEST FOR PROPOSAL (RFP). PLEASE DO NOT SUBMIT A PROPOSAL. 772 ESS intends to award a single Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) located in the Southwest region with a 10 year period of performance including all options. The Government reserves the right to award using a different procurement vehicle unrelated to this pre-solicitation notice or not at all. The subject pre?solicitation notice is to provide information for early planning and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the provision of this information. Note that official information concerning this pre?solicitation will be provided by the Contracting Officer only. The BECOS requirements are follow-on contracts to current Base Realignment and Closure (BRAC) environmental remediation activities at BRAC installations. These performance based remediation (PBR) efforts support the AFCEC BRAC mission and enhance BRAC program capabilities within AFCEC/CIB. The range of activities include variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress, and advance sites to completion in a cost effective manner as identified in the Performance Work Statement (PWS). The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at these BRAC installations sites. Related Notice FA8903-20-R-0002 BECOS contemplated combined solicitation of six regions. Acquisition Approach The previous approach contemplated a combined solicitation for all six BECOS regions. The anticipated approach is now six separate Requests for Proposal (RFPs), by region. It is intended for all offerors to be eligible for award in any of the six regions they propose.
