Notice of Contract Award (NOCA) WITHDRAWL The Government received several responses to the DPA Title III Funded Rideshare Services NOCA. After review of the information, the Government is re-evaluating its strategy on how best to proceed with this action. As a result, Notice ID No. FA881820C0007 is being withdrawn and the Government will not award the identified contracts at this time. _________________________________________________________________________________________________ The Space and Missile Systems Center (SMC), Contract Office (PKT), Kirtland AFB, NM intends to award six (6) sole source contract to small launch service providers, as directed by the Industrial Base Council (IBC), in support of the Coronavirus Aid, Relief, and Economic Security (CARES) Act-directed Defense Production Act (DPA) Title III Funding effort to ensure the timely availability of industrial resources and critical technology items that are essential for national defense. The scope of each contract will be to procure 2 commercial rideshare launches with Government payloads. Each contract will have a period of performance of 24 months, with launch dates determined by the commercial customer payload schedule of each provider. The following launch service rideshare contracts (contract #, contractor, service, and type) were authorized by the Industrial Base Council: FA8818-20-C-0010, Aevum, Rideshare Launch Service, Firm Fixed Price FA8818-20-C-0008, Astra, Rideshare Launch Service, Firm Fixed Price FA8818-20-C-0011, X-BOW, Rideshare Launch Service, Firm Fixed Price FA8818-20-C-0012, Rocket Lab USA, Rideshare Launch Service, Firm Fixed Price FA8818-20-C-0009, Space Vector, Rideshare Launch Service, Firm Fixed Price FA8818-20-C-0007, VOX Space, Rideshare Launch Service, Firm Fixed Price The Government intends to award the six contracts under the statutory authority 10 USC 2304(c) (3) as implemented by FAR 6.302-3 (a) (2) (i), Industrial mobilization; engineering, developmental, or research capability, to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. The Justification and Approval document will be made available on beta.SAM within 14 days of contract award. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract.
