We are requesting additional industry feedback on these changes to help inform/finalize the acquisition strategy for these missions. Please provide a Statement of Capability which addresses these proposed changes, along with a Rough Order of Magnitude (ROM) estimate of total cost per mission (i.e. one ROM for TacRL-3 and a separate ROM for TacRL-4). The $7.5M price limit stated in the Combined Synopsis/Solicitation (CSS) may no longer be applicable and should not be a constraint in your ROM.In addition, please state if the proposed launch solution would occur within United States territory. There have been no changes to the space vehicle size and mass (and previously posted draft technical documents are still applicable with the exception of these changes; they have not yet been modified to incorporate any changes resulting from industry comments). Please address the following changes to the technical requirements outlined in the orginal Draft RFP documents in your statement of capability. Provide information regarding your ability to meet these changed requirements, and any comments you may have to the changes themselves. Both missions will be dedicated launch services only. A dedicated launch service is defined as one in which the Government reserves all capacity of the launch solution (See MRD 002). Beginning on the proposed ILC date, each mission will enter a no greater than six month standby period called the Campaign Readiness Window (CRW). At any time during the CRW a Notice To Launch (NTL) will be issued by the Government thereby notifying the Launch Service Contractor (LSC) to immediately initiate the launch campaign. The launch campaign shall last no longer than 18 days with L-18 being the day positive acknowledgment of the NTL is received by the government and L being the launch date. If you are unable to accommodate a L-18 launch campaign please include what the expected launch campaign length would be in days. Offerors will be expected to plan towards the orbital parameters listed in the CSS with the addition of a +/- 100 km altitude and +/- 5 degree inclination band (ex. 450 km +/- 100 km). The exact orbital altitude and inclination to be used for launch will be provided with the NTL and not before. The altitude and inclination provided with the NTL will not exceed the stated +/- 100 km altitude and +/- 5 degree inclination band. Note that this band covers the range of possible orbits. It is not the expected orbital accuracy. If the proposed +/- 100 km altitude and +/- 5 degree inclination band is not technically feasible for the proposed launch solution please provide estimates of what would be possible. Any offeror must demonstrate a successful prior launch at any time until July 31, 2021. A prior launch is defined as a launch of similar capabilities (orbit and payload mass) as is being requested by the Government. The ability to target a specific Right Ascension of Ascending Node (RAAN) is now an orbital parameter requirement. The exact RAAN will be provided with the NTL. Please include the expected level of RAAN targeting accuracy (e.x. +/-1 deg, +/-0.1 deg, etc.). Offerors are also welcome to propose other tactically responsive mission elements in addition to the ones listed above. Any additional tactically responsive elements proposed must have a separate ROM. This is not a small business set-aside; however, responses from small and disadvantaged businesses are highly encouraged. The anticipated contracts will be FFP and will be awarded utilizing FAR 13.5. The Program Office will consider incorporating industry feedback that improves the quality of the final request for proposal (RFP). Following the Government’s review of industry comments, the Government may also conduct virtual one-on-ones to go over those comments. Below is some information about the potential upcoming missions. This notice is requesting comments on the draft documents only. This is not the request for proposal. The USSF, Space and Missile Systems Center (SMC), anticipates the award of two (2) Small Rocket Program–Orbital (SRP-O) Firm Fixed Price contract(s) to provide orbital launch services in support of two Tactically Responsive Launch (TacRL) mission requirements as a result of this solicitation. Offerors may submit a proposal for TacRL-3 only, TacRL-4 only, or for each. The primary purpose of this acquisition is to provide orbital launch services for delivering payloads in support of the SMC, Launch Enterprise (ECL), Small Launch and Targets Division (ECLX) Rocket Systems Launch Program (RSLP). The TacRL-3/4 missions consist of two vehicles per mission (four vehicles total across both missions). All four vehicles are identical. The TacRL Space Vehicle (SV) manifest requires a dedicated or a primary launch service. A primary launch service is defined as one in which RSLP directs the launch date and orbit, however, the launch solution’s excess capacity may be filled with Other Government Agency (OGA) Rideshare SV(s) and/or Commercial Rideshare SV(s). A dedicated launch service is defined as one which RSLP is the sole payload provider. The initial launch capability (ILC) dates are 30 April 2022 and 28 Feb 2023 for TacRL-3 & 4, respectively. TacRL-3 & 4 are Mission Assurance (MA) Category 1 launch services, Firm-Fixed Price, SRP-O separate contracts. Technical details for all four vehicles are still in development and subject to change. Current mass and volume estimates and orbital parameters are included in this notice. Further details and refinements will be provided in a future/final notice. The TacRL-3/4 Bidder's Library will be available in a future/final notice, by request only. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level. Please be aware that in accordance with FAR 9.104-1(a) a contractor must have adequate financial resources to perform the contract, or the ability to obtain them. In accordance with FAR 9.104-1(g), the Offeror must, at a minimum, comply with the U.S. Commercial Provider definition in accordance with the Commercial Space Act of 1998, Title II Public Law 105-303. Upon Final RFP release, the Offeror must provide supporting documentation and a statement within their proposal attesting to how the Offeror meets the requirements of a U.S. Commercial Provider.
