AMENDMENT 1 – First Mission Task Order planned to be awarded under OSP-4, Space Test Program Small Spacelift #28 (STP-S28), posted for industry’s feedback The Air Force is seeking industry’s feedback on the Space Test Program Small Spacelift #28 (STP-S28) draft Fair Opportunity Proposal Request (FOPR). The purpose of the mission is to deliver technology demonstrations to orbit, to inform future space system development. STP-S28 is anticipated to be the first mission task order issued under the Orbital Services Program 4 (OSP-4) Indefinite Delivery/Indefinite Quantity (IDIQ) contract, therefore only qualifying offerors on the OSP-4 IDIQ will be considered for the STP-S28 mission task order award. The Government will consider incorporating industry feedback that improves the quality of the STP-S28 FOPR. The OSP-4 Draft RFP was released for Industry review on 30 May 19. The STP-S28 task order draft FOPR is included as attachments to this announcement; it includes the STP-S28 draft FOPR and the STP-S28 draft Mission Requirements Document (MRD) in accordance with the OSP-4 Ordering Guide. Using the provided MS Excel Comment Resolution Matrix (CRM), please provide comments and/or questions designed to improve the government’s solicitation and/or clarify the content of these two documents. Responses to this request for feedback (do not include proprietary information) are to be submitted no later than 28 June 2019 at 4 pm (MST). The government intends to post a consolidated response to all comments and questions. The Government will be holding an Industry Day via telecom on 18 Jul 19 to discuss items of interest and questions submitted by Industry in response to the STP-S28 draft FOPR. If you are intrested in participating in Industry Day telecom, provide POC name(s) and email address(es) with your response. Telecom time and dial in number will be provided to the POCs via email. As part of market research please provide the following information with your feedback: 1. Indicate in your response whether or not you are a small business under the North American Industry Classification System code 481212 (1500 employees). 2. Indicate your capability to meet the STP-S28 requirements identified in the draft STP-S28 FOPR/MRD. 3. Indicate whether you plan to submit a proposal for the OSP-4 IDIQ contract and the STP-S28 Task Order. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses. The Air Force is seeking industry's feedback on the Orbital Services Program-4 (OSP-4) draft Request for Proposal (RFP); the program provides launch services to support United States Government (USG) agencies' small launch requirements. The Program Office will consider incorporating industry feedback that improve the quality of the OSP-4 RFP. Recommend industry review the "OSP-4 Starts Here" brief prior to providing RFP feedback. The Government anticipates the first OSP-4 mission will be the Space Test Program Small Spacelift #28 (STP-S28). Expect this FBO notice to be amended soon to solicit industry feedback on STP-S28's mission Task Order. OSP-4's draft RFP is included as attachments to this announcement. The first minimum award task order attachment is also attached. All qualifying Offerors awarded a basic contract will be awarded a Launch Service User Guide Study Task order. Using the provided MS Excel Comment Resolution Matrix (CRM), responses to this request for feedback (do not include proprietary information) are to be submitted no later than 13 June 2019 at 4 pm (MST). In addition, the Government requests interested parties answer the following question within the CRM: Would the Government benefit from having a separate Mission Assurance (MA) Contract Line Item Number (CLIN)? The Government is interested in industry's feedback on whether a separate CLIN would provide insight into the Contractor's cost differences to support each MA category (i.e., category 1, 2, and 3). The Government assumption is that the cost data would not accurately reflect the price, but instead, be an arbitrary number/percentage of the total launch service. Therefore, the Government is currently planning on including MA as part of the overall launch service, CLIN 0001. This information may be useful for customers wanting to understand the price difference between MA categories. All responses and questions related to this request for feedback shall be submitted to all of the email addresses below and shall include the contact information of the requestor. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
