The... ***AMENDMENT 1 TO THE COMBINED SOLICITATION/SYNOPSIS*** The release of the ASLON-45 Combined Synopsis/Solicitation (CS/S) on 23 April 2019 resulted in numerous questions from prospective offerors. The Government is providing its responses to these questions in hopes that it will assist offerors in the development of their ASLON-45 proposal. This is the release of Amendment 1 to the ASLON-45 Combined Synopsis/Solicitation (and supersedes the admin revision to CS/S posted to FBO on 2 May 2019). The following documents have changed as a result of these Questions & Answers (Q&A): CS/S, Provisions and Clauses, PWS/MRD, Offer Sheet, and CDRLs. Please note that the proposal Response Deadline has also been extended from 23 May 2019 to 6 June 2019. The Government has also provided additional details regarding the oral/visual presentation schedule. Offerors will be contacted following the proposal response deadline for oral/visual presentations tentatively scheduled to start the week of 17 June 2019. Please find a synopsis of the changes made within this amendment below. Changes are also highlighted within the applicable revised documents. The Response Deadline on page 1 & 3 has changed from "23 May 2019" to "6 June 2019." 2. Under Section D, Instructions to Offerors, page 2 and Section 1.2 under Volume I - Technical Presentation on page 3 has changed from "the offeror will then be contacted no later than fourteen days of the response deadline to schedule oral presentations which will be no later than 21 calendar days from date of contract" to "Offerors will be contacted following the proposal response deadline for oral presentations tentatively scheduled to start the week of 17 June 2019." 3. Under Technical Evaluation within the Evaluation Criteria on page 5 added two sentences to provide additional clarity on Acceptable/Unacceptable ratings. The sentences state "The offeror must meet all of the criteria in order to receive an Acceptable rating. Failure to meet one of the technical criterion below will result in an Unacceptable rating for Technical Capability." PROVISIONS AND CLAUSES 4. Under Section 3.0 Documents, Document Number LTS 10-2010-04 titled Test Requirements for Launch Vehicles has been moved from 3.2 Compliance Documents to 3.1 Reference Documents within the PWS. 6. The table on page 19 is now correctly labeled "Annex 2." 7. Under MRD section 1.1 changed from "the baseline launch location for this mission will be from the East Coast of the United States" to the baseline launch location for this mission will be from the United States." 8. Under Section 4.0 Acronym List within the MRD, the FTS acronym is now deleted. 9. Under the MRD Requirements List Section 6.0, MRD 070, SV Hazardous Propellant Servicing, is now "N/A." 10. Under the MRD Requirements List Section 6.0, "MRD 073, MOOG ShockWave Isolator Assembly ICD" has been added. 11. Under MRD section 2.2, Government Furnished Property has changed from "(U) Government Furnished Property will not be provided for ASLON 45" to "(U) Government furnished property (GFP) will be provided for ASLON-45 which is defined in section 3.2.2.4." (MOOG Isolator) 12. Under PWS section 3.2, Compliance Documents, NIST SP 800-53 has been removed. OFFER SHEET 13. Response deadline changed from "Thursday 23 May 2019" to "Thursday 6 June 2019."
