THIS PRESOLICITATION NOTICE IS HEREBY ISSUED IN ACCORDANCE WITH FAR SUBPART 5.2. The purpose of this notice is to announce SSC/SZI-IK's intent to issue a sole source contract under the authority of FAR 6.302-5, Authorized or required by statute. SSC-SZI-IK has determined that the a sole source acquisition is appropriate for fulfilling this requirement. This requirement is considered noncommercial and any resultant contract will be awarded in accordance with FAR Part 15 to: TECOLOTE RESEARCH INC 420 S. Fairview AVE STE 201 Goleta, California 93117-3654 Cage code: 0BMB0 SSC/SZI-IK intends to award a 5-year contract for follow-on support to provide unbiased space systems knowledgeable, experienced professional A&AS services to support the Innovation and Prototyping Directorate (SCC/SZI), Space Sensing Directorate (SSC/SN) and Small Launch and Target Division (SSC/AAMX). Contract tasks include but are not limited to Acquisition Management; Engine Room Service; Business Manager/Financial Analysis Support; Cost Estimating and Analysis Support; Financial Reconciliation; (Commitment/Obligation/Expenditure); PPBE Analysis Support; Contracting Training and ConWrite System Support; Commander Action Group Support; Defense Travel System Support; Schedule Analysis Support; Earned Value Management; Administration Management/Personnel Support. Award is subject to approval of the Sole Source Justification. This requirement was accepted under the Pilot Program to Incentivize Contracting with Employee-Owned Businesses. The Department of Defense (DoD) has established a new pilot program authorized by section 874 of the National Defense Authorization Act for FY 2022 (Pub. L. 117-81) that allows the noncompetitive award for certain follow-on contracts to an employee-owned business that meets the definition of a “qualified business.” Section 874 defines a ‘‘qualified business” as an S corporation (as defined in section 1361(a)(1) of the Internal Revenue Code of 1986) for which 100 percent of the outstanding stock is held through an employee stock ownership plan as defined in section 4975(e)(7) of such code. Notwithstanding 10 U.S.C. § 3201 (formerly § 2304), contracting officers supporting a program selected for participation in the pilot will be able to award a follow-on contract for the continued development, production, or provision of products or services that are the same or substantially similar to those procured by DoD under a previous contract with a “qualified business” under the authority of § 3201(c)(5). SSC/SZI-IK, has recieved approval under this program, and will justify its sole source on the basis of FAR 6.302-5, Authorized or required by statute, as determined by program guidance. In accordance with FAR Part 5.203 this notice of intent is not a request for competitive proposals or quotations.
