Notice of Intent: MILITARY SATELLITE COMMUNICATIONS (MILSATCOM) SYSTEMS ENGINEERING, INTEGRATION AND TEST(MSEIT)
The Government intends to negotiate on a sole-source basis with LinQuest Corporation to continue Systems Engineering, Integration, and Test (SEIT) support for the Space Systems Command (SSC) Military Communications & Position, Navigation, and Timing Directorate under the MSEIT program. The contemplated action would extend the current CPIF contract for an anticipated 12 months plus four 3-month option periods, potentially 24 months total if all options are exercised, at a level of effort of approximately 380 FTEs. The purpose is to maintain continuity of critical SEIT support while the Government completes follow-on acquisition activities, since transitioning to another source would cause substantial duplication of cost and/or unacceptable delays. Required support includes SEIT across MilComm/MILSATCOM systems, system-of-systems integration involving space, mission control, communications planning, cryptographic key management, and user terminal programs, plus configuration/data management, architecture, risk, requirements, verification/validation/test, schedule, cybersecurity, logistics, sustainment, and stakeholder integration. Responsible sources may submit capability statements demonstrating relevant technical experience, ability to perform the scope and comparable level of effort, and ability to meet the performance schedule, for the Government’s consideration in deciding whether competition is appropriate; responses are voluntary and not reimbursed.
