AFLCMC/GBB is conducting market research into post-competitive, innovative commercial solutions from existing Tradewinds Solutions Marketplace vendors for a requirements/financial management tool called the Strategic Cost and Planning System (SCPS). The tool would report critical acquisition data for all Department of War (DoW) programs and support program and financial managers in making informed investment decisions from the program office to the Office of the Secretary of War. Required capabilities include advanced portfolio visualization, strategic financial requirement management, interoperability with existing acquisition/financial systems, direct integration with the Project Management Resource Tools (PMRT) baseline, and an adaptable architecture to modernize other legacy PMRT applications. AFLCMC/GBB values modern innovative approaches such as low-code/no-code platforms, efficient database design, and generative AI/automation for data analysis, synthesis, and visualization.
