Maintenance Repair and Overhaul Initiative (MROi) Request for Information (RFI) Section 1: Introduction Enclosed with this posting is a Request for Information (RFI) for the Maintenance Repair and Overhaul Initiative (MROi). This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The purpose of this RFI is to conduct market research. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (https://www.fbo.gov/). It is the responsibility of potential Offerors to monitor these sites for additional information pertaining to this requirement. Section 2: Information Requested The Government is soliciting the following information from industry: Description of recent experiences, within the last three (3) years, of success in all of the following areas: • Agile development/implementation • Oracle R12 • Oracle U.S. Federal Financial The expectation is that responders will have experience in all of the above areas. Experience does not have to be all on the same effort/contract and, with the exception of Federal Financials, can be commercial implementation experience. The response should include the following: • Description of the contract, including: o Government Agency/commercial customer, contract number, Contract Type • Dollar value • Specify whether performance on the effort/contract was as the prime or as a subcontractor • Date started / date completed (or estimate) • Which area(s) in question were accomplished through this effort • A one paragraph description of the capabilities successfully delivered. If performance was as a subcontractor, this description should only include capabilities delivered by your company. Only enough descriptions (maximum of three) to satisfy the three areas in question should be submitted. Contracts that are currently ongoing may be submitted if the vendor has documented evidence of successful capability delivery. Section 3: Responses Respondents should respond to the question in Section 2 in a single whitepaper due no later than Tuesday, May 14 2019, 12:00 pm EDT. The response should be single-spaced, Times New Roman font 12 point size, 1-inch margins, on 8 ½ x11 page size. Responses should be limited to a total of three (3) pages. Any supporting figures, tables, diagrams, or multimedia may be provided as attachments. All RFI submissions shall be provided in PDF or Word format and emailed to the Procurement Contracting Officer (PCO), Zach Huffman, zachary.huffman.2@us.af.mil and Contract Specialist, Amanda Zink, amanda.zink.1@us.af.mil. If submitting company Proprietary Information, please make sure it is CLEARLY MARKED. Submissions will not be returned. All Proprietary Information will be separated by the Government and protected. To aid the Government in protecting Proprietary Information, please isolate Proprietary Information to the maximum extent possible. Questions regarding this RFI shall be submitted by e-mail to the aforementioned PCO and Contract Specialist. The Government does not guarantee that questions received after close of business (COB) May 9, 2019, 12:00 pm EDT will be answered prior to RFI closing. All questions and answers (Q&A's) will be posted on the FedBizOpps website. Advisory and Assistance Services (A&AS) contractors may be reviewing data submitted in response to this RFI; respective A&AS employees have standard Non-Disclosure Agreements available to the cognizant Government contracting offices. THIS IS A RFI ONLY. The information provided in this RFI is subject to change and shall not bind the Government. The Air Force has not made a commitment to procure any of the items discussed or pursue any of the activities proposed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
