Air Force Materiel Command (AFMC), AFLCMC/HIA intends to negotiate solely with Excellus Solutions, LLC, 8251 Greensboro Drive, Suite 250, McLean, VA 22102 for Subject Matter Expert (SME) Support under the authority 10 U.S.C. (c) (1). AFLCMC/HIA requires continued support on the HIAR/HIAM PEO program. The SME support was provided under FA8771-12-D-1006 SC03. The support expired on Feb 28, 2019. AFLCMC/HIA has a requirement to continue support for the period of April 1, 2019 through Sep 30, 2019. The service code is D399. The place of performance is to be Wright-Patterson Air Force Base and there is no set-aside for this contract. The contract is being awarded sole source to Excellus Solutions LLC. The purpose of this award is to bridge the expiration of the previous contract and the awarding of the follow on competitive effort. This document does not constitute a solicitation for offers. No contract award will be made based on responses received; however, this information will be assessed before a final determination is made. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. Foreign participation in this acquisition is excluded at the prime contractor level. An Ombudsman has been appointed for this acquisition. The AFLCMC Ombudsman, located at Wright-Patterson Air Force Base, OH, serves as the Ombudsman for all of AFLCMC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to assist in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
