This announcement constitutes the only solicitation; Offers are being requested and a written solicitation (paper copy) will not be issued. This procurement is being issued as a total small business set-aside under NAICS code 336999 and small business size standard of 1,000 employees. The contractor shall provide an Amphibious Extreme-Terrain Vehicle meeting the following specifications/salient characteristics on a firm fixed price basis including the cost of shipping FOB Destination to Rome, NY. Item: 1 Quantity: 1 Description: Amphibious Extreme-terrain Vehicle with the following specifications/salient characteristics: -Extreme Terrain access capabilities to include traversing mud, snow, ice, and propelled amphibious movement. -Land transport load capacity of at least 850 lbs -Minimum 40hp electronically fuel injected gasoline engine. -8-wheel ground contact -Includes rubber tracks -Full Cage Roll over protection (ROPS) (length of vehicle i.e. rear, center and front bars), -Seatbelts for all passengers -The ability to tow at least 1800lbs. - Synthetic rope winch with brush guard or equivalent vehicle recovery system with pulling capacity of at least 3,000lbs (front mounted) - Parking brake - Ground clearance of at least 10 inches -Vehicle weight of 2000 lbs or less (determined by trailer capacity) - Minimum 4 Person transport capability, with rear seat forward facing. - Full canvas enclosure/protection from elements, or equivalent - minimum of 10” ground clearance - windshield with wiper -3 sets of keys -bilge pump - Must have service location within 250-mile radius of Rome, NY 13441. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; and waive informalities and minor irregularities in offers received. (k) SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 5 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
