This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a small business size standard of 1250 employees. The Government requires the procurement of annual maintenance for the following 4G/5G Non-Standalone System for a base plus two (2) option years, and intends to negotiate a sole-source contract for this requirement with RIVA Networks,1100 Cornwall Road, Monmouth Junction, New Jersey, 08816.: JMA CELL HUB MIMO 4G LTE radio band 4 JMA CELL HUB 5G NR Radio band 41 JMA IOTA Integrated 5G mmWave radio band N260 FibroLAN PTP Server / XROU-F812-A20S 5G HI-END Dell COTS SERV,AC,4L-G1C,10G 2xSFP+ PCIe BBU BOARD(1 SLOT),4 L CPRI,GPS1,CMP The Government has determined that other companies’ products and services do not meet or cannot be modified to meet the Government’s needs. RIVA Networks is the only vendor that can provide the annual maintenance for the 4G/5G Non-Standalone System at AFRL. The existing 4G/5G Non-Standalone System was previously procured from RIVA Networks and they hold exclusive proprietary rights to install/maintain the software and firmware on the system. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 March 2024. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
