In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers: Price and Technical Capability The Government reserves the right to evaluate quotes using a tradeoff process whereby it accepts other than the lowest priced or highest technically rated quote. Offerors whose proposed technical solutions exceed the RF reflectivity performance specified in the specifications document will be evaluated, and a best value determination made. With regard to price, the Government will establish a Total Evaluated Price (TEP) for each offeror by summing proposed prices for all CLINs on the Price Schedule (Attachment 3). The Government will analyze offers to determine whether there are unbalanced separately priced line items or sub-line items. Specifications and Performance Basic Physical Attributes: The chamber shall be 28.0 ' long x 18.0 ' wide x 11.0 ' high. The chamber shall fit into the existing lab (AFRL/RI Building 3, room I5-C) and utilize the existing door area for access. The approximate dimensions of this room are 30’ 7.5” long x 19’ 11.5” wide x 12’ high. The design of the chamber shall be such that the structural system will make chamber completely self-supported.
