This announcement constitutes the only solicitation; Offers are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA875122R0007 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 and Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20220428. This procurement is being issued on an unrestricted basis with regard to size standard. The NAICS code is 334516 and small business size standard is 1,000 employees. The contractor shall provide a solution with items meeting or exceeding the requirements listed Attachment 1, Statement of Requirements, on a firm fixed price basis including the cost of shipping FOB Destination. Contractor is responsible to coordinate all customs documentation and processes, if applicable. Descriptions within Attachment 1 reflect the minimum salient physical, functional, or performance characteristics that reflect the characteristics and level of quality that will satisfy the minimum Government requirement; however, the offeror may provide a solution equivalent to or exceeding the functional and performance characteristics of the identified items for technical acceptability evaluation. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. Used, pre-owned, refurbished, or remanufactured goods will not be accepted. Items must be factory-new. The anticipated delivery date is 10 Weeks after receipt of order. All deliveries shall be made in accordance with FAR 52.247-34 FOB Destination (NOV 1991). The place of delivery, acceptance and FOB destination point is Rome, NY 13441. Address for items requiring electronic delivery will be provided to the successful offeror. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received. UII/ UID component data elements should be marked on an item using two dimensional data matrix symbology that complies with ISO/IEC International Standard 16022, Information technology - International symbology specification - Data matrix; Error Checking and Correction 200 (ECC200) data matrix specification. (A)LABEL: If using Construct 1: Encode the two dimensional data matrix with CAGE CODE (Enterprise ID) and Serial #. IMPORTING OF GOODS TO A MILITARY CONSIGNEE/DESTINATION When supplies are consigned directly to a military facility, a Department of Defense (DoD) Immediate Delivery Application has been approved and is on file at Headquarters, U.S. Customs Border and Protection (USCBP). It is good for all Customs Districts, Areas, and Ports. The USCBP, at the appropriate port of entry, will release the shipment from Customs custody to the carrier for delivery directly to the military installation under 19 CFR Part 142. Customs Brokerage services are not required. Release of the shipment from Customs custody, to the carrier for delivery, is an action performed on behalf of the DoD. To facilitate shipment release from USCBP, the contractor or supplier/shipper must prepare two copies of the shipping documents. This is referred to as an Entry Package and must include the Carrier Certificate/Release Order, Bill of Lading/Airway Bill, and Shipping Invoice. All shipping labels must include the contract number. The Shipping Invoice MUST include the following: 1. DoD contract number 2. Weight/Pounds 3. Unit of Measure 4. Mode of Transportation 5. Carrier SCAC 6. Foreign Supplier 7.
