This announcement constitutes the only solicitation; Offers are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA875122QLIFT is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 06232022. This procurement is being solicited on an unrestricted basis with regard to size standard. For reference, the NAICS is 811310 and size standard of $8M in average annual revenue. The contractor shall provide the services defined in the Performance Work Statement dated 15 FEB 2022 (Attachment 1 to this solicitation) on a Firm Fixed Price basis. Offerors shall submit price information using the Bid Schedule provided in Attachment 2. The schedule shall be completed and returned with the offeror’s reply. The Service Contract Act applies to this effort. Employees shall be paid not less than the appropriate wage rate and fringe benefits in the wage determination for the classification of work actually performed, without regard to skill, except as provided in the clause entitled Apprentices and Trainees. The applicable Service Contract Act wage determination is provided in Attachment 3 to this solicitation. The contractor shall provide pricing on a firm fixed price basis on the provided bid schedule for those services outlined in Attachment 1, Performance Work Statement (PWS) dated 15 FEB 2022. PERIOD/PLACE OF PERFORMANCE The anticipated period of performance is 29 September 2022 through 28 September 2023 plus four (4) option years. If all options are exercised, performance would conclude 28 September 2027. The place of delivery, acceptance, and FOB destination point is AFRL – Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY. INSTRUCTIONS The provision at 52.212-1, Instructions to Offerors – Commercial Items (NOV 2021), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Electronic copies of quotes are due at or before 3PM, (Eastern Time) 12 September 2022. (b)(6) Offerors shall use the Bid Schedule (Attachment 2) to submit their pricing details/breakout to show their Total Evaluated Price. (b)(10) The submission of past performance information is not required; however, The Government intends to award to the lowest priced offeror with no negative past performance and will do so by utilizing data obtained from Government and commercial sources. (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer and waive informalities and minor irregularities in offers received. (Attachment 4) EVALUATION The provision at FAR 52.212-2, Evaluation -- Commercial Items (NOV 2021) applies. All evaluation factors are of approximately equal importance. The Government intends to award to the lowest priced Offeror with no negative past performance. 1. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government, price and other factors considered. The following factors shall be used to evaluate: PRICE and PAST PERFORMANCE. All evaluation factors when combined are of approximately equal importance. (a) PRICE: The Government will rank offers by "total evaluated price". Offerors' total evaluated price is the sum of prices for the basic requirement and all options. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Price will be examined for reasonableness, realism, and balance. Offerors shall use the Bid Schedule (Attachment 2) to submit their pricing details/breakout for their firm fixed-price proposal. (b) PAST PERFORMANCE: The Government intends to award to the lowest priced offeror with no negative past performance and will acquire past performance data from Government and commercial sources. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Offerors must clearly identify any exception to the solicitation in terms and conditions and provide complete accompanying rationale. In determining acceptable past performance AFRL/RIKO may independently obtain data from other Government and commercial sources in order to consider an Offeror's history of compliance with delivery schedules, order support, and general customer satisfaction. 52.217-5, Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the options. The anticipated period of performance is 01 Oct 2022 through 30 Sep 2023 plus 4 option years (if all options are exercised, performance would conclude 30 Sep 2027). Services include periodic inspections, maintenance, emergency calls, repairs, and reports. A draft Performance Work Statement (PWS) is attached to this notice. Include information such as Statements of Work, description of maintenance and repair tasks, and maintenance schedules, as well as contract amounts, performance periods, and current points of contact. Also, identify what portion of work was performed with the prime contractor’s own staff versus subcontract labor. 3. Demonstration of access to qualified mechanics / laborers, parts, and equipment needed for this work. 4. Description of how any significant geographic separation between the prime contractor and AFRL Rome would be successfully overcome. For purposes of defining significant geographic separation, interested firms must demonstrate how, upon receipt of a call for emergency service, they will respond within two (2) hours to visit the site and commence repairs. 5. Business Size Classification. Provide documentation of current SBA business size classification(s). Documentation may include SBA certification letter or other evidence. If the classification will expire before the anticipated performance period, include a statement acknowledging that fact.
