This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSALS. The associated North American Industry Classification System (NAICS) code is 511210 with a size standard of $41,500,000 in average annual revenue. The Government requires the renewal of Cadence DDR4 Memory IP software support and intends to negotiate a sole-source contract with: Cadence Design Systems 2655 Seely Ave Bldg. 5, San Jose CA 95134 Under the contemplated contract, Cadence will provide the following support: Maintenance for DDR4 Controller (IP1034) Maintenance for BIST - Option for DDR (IP1110) Maintenance for Firm High-Speed DDR PHY with I/O and PLL - NS - GF 12LP (IP2440) Maintenance for 3200 Mbps PHY memory data rate support (IP1206) Maintenance for Custom Hardening up to 80-bit Full PHY - GF 12LP (IP2436) The Government has determined that other companies’ products and services do not meet, or cannot be modified to meet, the Government’s needs. The required source is Cadence Design Systems, which is the source of the products to be supported and which are already integrated into its existing chip design. The software being supported is a DDR4 memory controller and physical interface for the T-CORE processor chip being designed by AFRL/RITA. No other contractor has or could have knowledge of the inner workings of this proprietary product. The product is protected by intellectual property rights solely possessed by Cadence. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2022. A Sole Source Justification will be attached to the subsequent Notice of Award.
