This is a Notice of Proposed Contract Action under FAR Part 13 Simplified Acquisition Procedures and FAR Part 36 – Construction and Architect-Engineer Contracts . This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 237120 with a small business size standard of $39,500,000 in average annual revenue. The Government requires installation of natural gas piping and infrastructure to serve facilities on the Rome Research Site. To fulfill the requirement, the Government intends to negotiate a sole source contract with: NATIONAL GRID 221 Old Campion Rd New Hartford, NY 13413 The Government has determined that no other source can meet this requirement. No other contractor can perform this work as National Grid is the owner of the current distribution system to which the current effort will tie into. The installation of this piping will be an extension of National Grid’s existing natural gas system and must be performed by National Grid. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2021.
