This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334111 (Electronic Computer Manufacturing) with a small business size standard of 1,250. The Government requires AFRL requires Collaboration Gateway Version 3.0 2-Domain System and 12 Month maintenance and Silver Help Desk Support with the following specifications: A. Collaboration Gateway Version 3.0 2-Domain System Software bundled with the system includes Red Hat Enterprise Linux OS as well as the TransVerse client which enables secure client to server communication is also included. The number of TransVerse clients used is not limited except by the hardware and network infrastructure provided B. Annual Maintenance Support for Collaboration Gateway Version 3.0 2-Domain Systems Guaranteed 24-hour response time, 7 days per week, 365 days per year. C. Annual Help Desk Support for Collaboration Gateway Version 3.0 2-Domain Systems SILVER Support Help Desk support is provided via web and email. Help Desk Support includes: 1. Corrective actions - Defined as activities associated with root-cause analysis and bug-fix isolation and resolution: · Root-cause analysis - Analysis of the root causes of problems. Problems will be reviewed to determine their root causes, measures will be taken to correct the sources of the problems, and reports will be prepared and distributed in a timely fashion. · Bug fixes - Defined as the emergency repair of any system operation that does not comply with the current signed and approved system specification. This includes system errors, "hung" or halted screens, or unexpected results within the system that render it unusable for the purpose for which it was designed. 2. Ticket status updates - provide periodic update to the customer on resolution status of the problem. 3. Software Updates - When an update to the software is available, vendor will provide updates on media (e.g. DVD) or make available for electronic download. It is the customer's responsibility to install any updates to the system. For operational systems, it is the customer's responsibly to obtain any necessary approval (e.g. site accreditation) for upgrading systems. The Government intends to negotiate a sole source contract with Trident Systems Incorporated, 10201 Fairfax Blvd., Suite 300, Fairfax, VA 22030. The Government has determined that no other source has commercial offerings that can meet this requirement of a two-domain Collaboration Gateway v3.0 system and annual maintenance and Silver Help Desk support that can be used by the customer as a cross domain chat solution which would extend their cross domain chat capabilities. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 Sep 2019. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
