This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 335929 (Other Communication and Energy Wire Manufacturing) with a small business size standard of 1,000. The Government requires AFRL requires Thermocoax wiring, Integration package for LNA and Twisted Pair DC Lines and installation with the following specifications: A. Thermocoax Wiring NC 0.5 (BF0030409): o Break-out at room temperature: SMA o Termination at MXC: SMA B. Integration package for LNA (A01719): o Amplifier wiring for 8 LNA o Comprised of 16x twisted-pair wiring (35 AWG copper)from room temperature connector box (24-pin Fischer connector) to 4K flange (nano-D) o Anchoring to the pulse tube C. Twisted Pair DC Lines (BF0030236): o 12x low-Ohmic twisted pair experimental wiring (Cu+NbTi/CuNi) from room temperature connector box (Fischer) to the mixing chamber (micro-D) Note: Includes intermediate break-out at 4K. Requires DC installation set with additional anchoring to pulse tube. The Government intends to negotiate a sole source contract with BlueFors Cryogenics Oy Ltd., Arinatie 10, 00370 Helsinki, Finland. As it is necessary for the above-detailed items to be compatible with and ultimately get installed to a Dilution Refrigerator System which BlueFors has separately been contracted to build, the Government has determined BlueFors to be the sole-source provider of these items. Items provided and subsequently installed by a company other than BlueFors could cause performance and, ultimately, warranty issues. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 Sep 2019. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
