This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. The Government requires the purchase of one (1) SR844 200 MHz lock-in (with rack mount), one (1) SR560 Low-noise voltage preamplifier one (1) O560RMS Single rack mount kit for SR5XX, two (2) O560SB Spare battery set (3 batteries) for SR5XX, one (1) SR830 DSP dual phase lock-in (with rack mount), two (2) SR445A 350 MHz preamplifier (4-channel), two (2) RM1U 1-U dual rack mount, one (1) FS725/3C Rubidium frequency standard (w/ opt. 03 & opt. C), one (1) O725RMS Single rack mount kit for FS725, one (1) SIM900/1 Mainframe with RS-232 interface (w/ opt. 01, GPIB), (1) O900RM Rack mount kit for SIM900, four (4) SIM928 Rechargeable isolated voltage source and one (1) SIM960 100 kHz analog PID controller. It is essential to have low noise rack mounted electric equipment for a superconducting qubit experiment. The experimental setup requires low external electronic noise that must be compatible to ensure experimental success. If these items are not purchased with these specifications, it will lead to a significant degradation in technical and experimental capabilities for the new superconducting qubit experimental effort. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra-willson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2019.
