This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 337127 with a size standard of 500 employees. The Government requires the procurement requires a custom vibration isolated optical table system with the following specifications: Item #1 - Table top-(P/N: 04SI99140) Custom RS4000 Doubled Symmetrical H Table Top System: assembled envelope dimensions 14' x 14.0' x 18.0"; Special Features: consists of (2) 5' x 18.0" doubled interfaces, (1) 5' x 4.0' x 18.0" and (2) 5' x 14.0' x 18.0" table sections assembled to produce symmetrical H doubled table top system with assembled envelope dimensions 14' x 14.0' x 18.0" with 5' wide short ends of small table section doubled to midlength of each 14.0' long section; 1.50" grid borders along (2) long sides and (2) short ends with doubler plates, which produces 3.00" spacing across doubled interfaces; Tune Mass Damped in doubled configuration atop actively leveled pneumatic isolation on Newport factory floor without payload; 4.0' table section length; estimated uncrated doubled table top weight is 7405 lb; Standard Features: RS4000 performance and construction; 5' table sections widths; 14.0' table sections length; 18.0" thickness; ¼-20 countersunk corrosion proof sealed grid on 1.00" centers with ½" grid borders in top facesheets surface; 430 stainless steel 3/16" thick top facesheets; sealed hole tile layer; plated carbon steel 10.5pcf-1.0"cell-0.010"foil-17.500" deep honeycomb; internal carbon steel and aluminum dry Tuned Mass Dampers; Newport epoxy; black laminate covered highly damped bonded edge finish; carbon steel 3/16" thick painted black bottom facesheets. The Government has made a determination that no other source can meet this requirement and other companies' products do not meet, or cannot be modified to meet the Government's needs. Newport's system is the only system built with mass dampers (vibration absorbers) into the optical table that are in addition to standard broadband damping already included. The mass dampers are factory-tuned to specifically optimize the performance of the complete, factory-assembled and tested table system to achieve the best possible damping, improving broadband damping by a factor of three at the dominant resonance frequency of the table. This process ensures the Newport system will dampen resonances that arise from the complete assembly, as opposed to each of its parts. Newport is the only company that does that. Competitors offer only standard - per table segment - broadband damping that does not address resonances that may result from combining multiple segments and does not specifically address the dominant resonance frequency of either the component segments or the fully assembled table. Because target optical paths will be several meters long and will have multiple components in them, experiments are particularly sensitive to vibration and the 3X improvement over broadband damping offered by targeted mass damping is a key need. If the solution that provides the best possible damping is not procured, the ability to pursue mission objectives will be impeded by inadequate table performance. In addition, Newport's tables come with a lifetime guarantee against delamination under normal operating conditions. None of the other sources researched provided this feature. Newport's tables also include standard half - inch border between the table edge and the grid, adding more than 2 square feet to the usable mountable surface on the table, per 14' by 5' table. This is a notice of proposed contract action and not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or after 25 June 2019. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
