This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 811219 with a small business size standard of $20.5 M. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the required service to perform the following (the price and delivery shall be included): • Existing Azimuth Resolver Assembly (P/N 500112611) replaced with a newly assembled resolver assembly • Repair keyboard port function • Remove all FOD/clean-up as necessary • Touch-up paint will be applied where required The Government intends to negotiate a sole source contract with: Cobham Advanced Electronic Solutions Inc. 305 Richardson Road Lansdale, PA 19446 USA The Government has determined that no other source can meet this requirement. It is essential to have the repair for high-performance positioning systems with a long range free space optical turbulence measurement and communication test. This performance is needed to provide good correlation to the 30 and 50 Km path test links. Cobham's gimbal system is the only company that can meet the payload capacity or pointing accuracy required for this repair. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 JUNE 2019.
