This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees. The Government requires the purchase of four (4) Atom Imager Relay Lens Assembly. The items essential for this requirement are as follows: Quantity of: Four (4) P/N: 17330 Specifications: • Objective NA 0.63(1) • EFL 26.81(1) mm • 94% transmission at 369.5(1) nm • Nominal OPD error less than 0.010 ? at 369.5 nm • Working distance of 16.04(1) mm • Image NA 0.067(1) • Diffraction limited resolving of atoms emitting at 369.5 nm through 6.35 mm fused silica The Government intends to negotiate a sole source contract with: Photon gear, Inc. 245 David Parkway Ontario, NY 14519 The Government has determined that no other source can meet this requirement. It is essential to have a NA 0.63, EFL 26.81 mm, 94% transmission at 369.5 nm, nominal OPD error less than 0.010 ? at 369.5 nm, a working distance of about 20 mm, and image NA 0.067. This design is for resolving atoms emitting at 369.5 nm through 6.35 mm fused silica window and for maximizing the amount of light collected. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 May 2019. A sole source justificaiton will be attached to the subsequent Notice of Award in accordance with applicable regulations.
