This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. The Government requires a purchase of one (1) 140 GHz MixAMC-UP - Mixer/Amplifier/Multiplier Chain (Up-Converter) with a horn antenna, one (1) 140 GHz MixAMC - Mixer/Amplifier/Multiplier Chain (Down-Converter) with a horn antenna, one (1) 340 GHz MixAMC-UP - Mixer/Amplifier/Multiplier Chain (Up-Converter) with a horn antenna, one (1) 340 GHz MixAMC - Mixer/Amplifier/Multiplier Chain (Down-Converter) with a horn antenna, one (1) WR1.5MixAMC-I-M36 - Integrated Mixer/Amplifier/Multiplier Chain (500-750GHz), and one (1) WM-380(WR1.5)DH - Diagonal Horn Antenna. Required LO Input Power: <40 GHz, 0dBm RF Flange: WR-2.8 UG-387/U-M (expected), <-15dBm recommended, Horn Antenna included IF Flange: 2.9mm(f) Custom MixAMC Technical Notes: * MixAMCs include a Power Supply with ~1.2m DC Cable. * Conversion loss is measured at IF=1GHz, loss increases at a rate of about 2dB/10GHz up to the specified maximum IF. * All input connectors are 2.9mm(f). * MixAMCs are generally shipped with an IF amplifier with G~15.5dB, NF~3dB, BW ~ 25kHz - 20GHz. * IF output band may be further limited by the available IF band of the mixer. * Performance may be reduced near the band edges. WR1.5MixAMC-I-M36 - Integrated Mixer/Amplifier/Multiplier Chain (500-750GHz) Performance: Lmix 18dB (SSB), typical RF Port: WR-1.5 UG-387/U-M, Maximum/Saturated Input: -10/-20dBm LO: N=36, 13.8-20.8GHz , -2dBm +/-3dB IF: ~100kHz-40GHz, ~12dB Gain Integrated MixAMC Technical Notes: * MixAMC-I products require a user supplied voltage. Voltage will vary across different models (Expected voltages: WR15 to WR12: +9V, WR10 to WR5.1: +7.2V, WR4.3 to WR2.2: +6.2V). +5V expected for attached fan. * MixAMC-I products are shipped with a heat sink and fan, but may be removed. If heat sink is removed, user must provide sufficient heat sinking. Maximum case temperature should not exceed 45 C. * To reduce noise contributions from provided fan, recommend operating the fan on a separate and isolated power supply. * All LO input and IF connectors are 2.9mm(f). * Standard configuration includes ~100kHz-40GHz IF amplifier, gain ~12dB @ ~300 MHz. There is no direct access to mixer IF port. * User can choose to remove the IF amplifier from the MixAMC-I. If the IF amplifier is removed, the IF port is extremely ESD sensitive. * No test port is included with the module. * Intrinsic mixer conversion loss is specified at IF~1GHz, loss increases at a rate of about 2dB/10GHz up to the specified maximum IF. WM-380(WR1.5)DH - Diagonal Horn Antenna The Government intends to negotiate a sole-source contract for the purchase of the items described above. The identified sole-source provider/producer of these items is as follows: Virginia Diodes, Inc. 979 Second Street SE, Ste. 309 Charlottesville, VA 22902 The Government has determined that no other source can meet this requirement. Currently, Virginia Diodes, Inc. is the only known commercial entity that designs and produces millimeter wave and Terahertz devices, components and systems and there are no other known commercial products available on the market that operate at terahertz frequencies. This company is behind the few existing testbeds in the world at millimeter wave and terahertz devices. This is a notice of proposed contract action and NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 April 2019. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
