The government is seeking whitepapers only at this time—no formal proposals—for the Enterprise Prototype Initiative Consortium (EPIC) Other Transaction Agreement, which supports rapid prototyping across Air Force Research Laboratory and Department of War technology areas. The anticipated award is a prototype OTA Indefinite Delivery Vehicle with an unlimited ceiling, a 120-month project ordering period, and project performance allowed up to 24 months after the ordering period ends. Project Level Orders will be firm-fixed-price with milestone-based payments, and successful completion may lead to sole-source follow-on production contracts or OTs on a project-by-project basis. The effort may involve awards up to TS/SCI level with an appropriate DD254, and foreign participation is closed at both the OT lead and project level performer level. Whitepapers are limited to 10 pages and must be submitted electronically, with proposals requested only for whitepapers deemed selectable.

The anticipated award is an Indefinite Delivery Vehicle (IDV) with an unlimited ceiling, a project ordering period of 120 months, and project performance allowed up to 24 months after the ordering end date. Project Level Orders will be awarded on a firm-fixed-price basis, and the successful offeror must have an accounting system capable of tracking Government funds. Successful completion of orders may lead to sole-source follow-on production contracts or other transactions. Foreign participation is closed at both the OT lead and performer levels, and overall effort may allow awards up to TS/SCI classification.
