Synopsis of Proposed Contract Action IAW FAR 5.2 - AFLCMC/HBN intends to award a sole source contract to Lockheed Martin (LM) IAW FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Justification and Approval document for this action will be published after contract award. This requirement was implemented via Lithuania, 10 U.S. Code ยง 333, Building Partner Capacity (BPC), Letter of Offer and Acceptance (LOA) No. NV-D-QAB and via Foreign Military Sales (FMS) LOA, Case No. LH-D-DAF. The procurement consists of: (1) three AN/TPS-77 Multi-Role Radars and operational spares, (2) integration of M-Code secure GPS, (3) training, (4) Interim Contractor Support (ICS), including reach back support, and (5) Mode 5 contractor test support, (6) necessary cybersecurity upgrades and equipment to allow for AIMS platform level Mode 5 certification, (7) spares, and (8) travel, transportation, and shipping.? A Sources Sought notice for the Lithuania AN/TPS-77 Radar program was published on Beta.SAM.gov, IAW 10 U.S.C. 2304(c)(1), from 19 Oct 2022 through 03 Nov 2022. There was only one response submitted by Lockheed Martin. AFLCM/HBN anticipates sending a Request for Proposal (Solicitation) for this requirement directly to Lockheed Martin before the end of the 2022 calendar year. Note: An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
