AFLCMC/HBNK intends to award a sole source contract to Lockheed Martin (LM) to upgrade the Lockheed Martin TPS-77 Long Range Radar (LRR) in support of critical missions for the country of Estonia under the Estonia Baltics Integrated Air and Missile Defense (IAMD) Radar Upgrade Program. This program was implemented via Estonia, 10 U S Code § 333 Building Partner Capacity (BPC) Letter of Offer and U.S. Code § 333, Building Partner Capacity (BPC), Letter of Offer and Acceptance (LOA) No. DW-D-QAE. The upgrades to the Lockheed Martin (LM) TPS-77 LRR will include: (1) radar receiver and transmitter upgrades via Digital Array Row Transceiver (DART) modification kit (2) Environmental Control Unit (ECU) upgrade modification kit for the radar shelter and, (3) Mode 5 contractor test support and equipment to allow for platform level Mode-5 certification. A Sources Sought for the upgrades to the Lockheed Martin (LM) TPS-77 LRR was published on Beta.SAM.gov, IAW 10 U.S.C. 2304(c)(1), from 30 Aug 2021 through 02 Sep 2021. There was only one response submitted by Lockheed Martin. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); the Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Your responses will be treated as information only. We anticipate a sole source procurement IAW 10 U.S.C. 2304. A Justification and Approval for this action will be published after award.
