The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(2), as implemented by Federal Acquisition Regulation (FAR) 6.302-2(a)(2) Unusual and Compelling Urgency and 10 U.S.C 2304(c)(3) as implemented by FAR 6.302-3(a)(3) - Industrial mobilization; engineering, developmental or research capability; or expert services. This industrial base expansion effort will increase production capacity for the preferred COVID-19 testing swab, the flock tip swab, to 50 million swabs per month by March 2021 to support domestic COVID-19 testing.
