Subject: Force Protection Site Security Systems Solutions (FPS4) Synopsis: AFLCMC/HBUK intends to award a competitive multiple award indefinite delivery indefinite quantity contract for the design and installation of the Integrated Base Defense Security System (IBDSS) to include fixed-site intrusion detection systems (IDS), combatant command operational readiness support, fixed site sustainment, foreign military sales, and counter unmanned aerial systems infrastructure and government furnished property installation. The government intends to award to all qualifying offerors pursuant to Class Deviation-Evaluation Factors for Certain Multiple-Award Task- or Delivery- Order Contracts (2018-O0006) by March 2020. This could result in a mix of other than small businesses and small businesses (within the NAICS code 561621) as FPS4 contract holders. If two or more small businesses are awarded FPS4 contracts, then the Government may set-aside individual FPS4 delivery orders for small business fair opportunity evaluations in accordance with FAR 16.505(b)(2)(i)(F), the provisions of FAR Subpart 19.5 as supplemented, and other applicable laws or regulations where appropriate, as determined by the Contracting Officer. The place of performance of this contract is CONUS and OCONUS locations. The anticipated duration of this contract is five years. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB). This is a synopsis of proposed contract action pursuant to FAR Subpart 5.2. If you are planning to submit an offer in response to the forthcoming solicitation (planned release in May 2019), please complete the attached FPS4 Bidder's Library Request form and return it to the points of contact listed in the form. This form will be used to determine whether restricted/protected documents that are part of the solicitation can be sent directly to a prospective offeror.
