Additional Restricted Service Account (RSA) Products for AFLCMC/HBC Rogue Blue Software (RBS) RFQ Number: FA8730-23-Q-8525 This is a combined synopsis/solicitation for commercial products prepared in accordance with the format established at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Solicitation Number for the subject requirement is FA8730-23-Q-8525, which is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2023-01, effective 12/30/2022. The set-aside status for this RFQ is Unrestricted under NAICS Code 334111, Electronic Computer Manufacturing, which has a Size Standard of 1,250 employees. The prospective Purchase Order will contain one (1) firm fixed-price (FFP) contract line item number (CLIN) containing five (5) individual products with various quantities and a single shipping charge which will all be established as 1 Lot (LOT) per Section J - Exhibit B. The place of delivery for all software products will be: AFLCMC/HBCR Software Asset Management - ATTN: Steve Holtmann - 55 Videmus Omnia View - Suite 3F19 - Offutt AFB, NE 68113-7500. Government software point of contact (POC) information will be provided at the time of award execution. All products will be delivered as soon as possible but the Contractor must declare the terms of their best expected delivery date(s) in writing upon submittal of a quote in response to this RFQ. Delivery and acceptance will be Destination. FOB will be at Destination. Payment Terms will be Net 30. This solicitation shall be issued as a Brand Name or Equal pursuant to FAR 52.211-6 and the Government’s salient characteristics for final award consideration have been identified in writing on the attached file entitled “FA8730-23-Q-8525_Attachment-1__Salient_Characteristics-BNoE_v1_FINAL_9mar23.pdf”. All commercial FAR Solicitation Provisions and Contract Clauses shall apply. For a full list of all applicable FAR, DFARS, and AFFARS Solicitation Provisions or Contract Clauses, refer to the attached file entitled “FA8730-23-Q-8525_Attachment-2__Provisions_and_Clauses_v1_FINAL_9mar23.pdf ”. No contract financing arrangements shall be allowed. Any warranties, terms, etc. should be customary with commercial practices. A detailed, firm list of requirements and quantities are contained on the attached file entitled “Exhibit-B__Itemized_Product_Schedule_CLIN-0001_FA8730-23-Q-8525_v1_FINAL_9mar23.pdf”. Quotes from Offerors shall be submitted with a 30 Day Validity and must conform to the Schedule expressed on Exhibit B. This solicitation is NOT for a Defense Priorities and Allocations System (DPAS) rated order. Quotes shall be submitted by completion of Exhibit B and/or in the Contractor’s format, as long as it is priced consistently with Exhibit B and meets all expressed Government Salient Characteristics for any proposed Equal products.
